When to give up on a website with a Google penalty?

I recently had a Google 60 penalty hit my website. The main two issues were that I had a person helping me with SEO and they bought some links. The second issue is that I own about 90 URL's in the my vertical. I created about 60 one page sites for these keyword targeted domains. I then linked these sites to main site. Big mistake! I kept these URL's all on the same server as my main site. In October 2010 I noticed my site hits dropped dramatically. I started looking for the issue. I didn't know which issue caused the penalty.
I fixed both issues in November 2010 and asked Google for reconsideration in early December 2010. I kept link building for my site by finding quality links.I was extremely honest with Google. I gave them all of the domains I own and I told them the name of the person that bought links for me and the websites where those links were placed. As of late February 2011 a Google search for my domain still showed up in approximately the 64th position.
I recently asked Google again to lift the penalty. I basically told them that I fixed all of my issues that led to the penalty and let them know I have been waiting for almost 3 months. I told them I have put the past 2 years of my life into this website and begged them to forgive me. I also asked them to let me know if my site was never going to be forgiven? I got the typical canned response from the Google team.
As of today the penalty is still in effect. I just want to know when you should give up on a site. I have spent about $20,000 on this site and about 2 years of hard work. I don't want to give up, but I don't want to keep putting my hard work and time into the site if it will never escape the dreaded Google penalty.
Do you think I should continue to wait and if so how long? Anything else I can do to persuade Google to release me from this penalty hell?
If I do abandon the site and start from scratch what steps should I take? Do I need a new server? What if any content can I take from my current site and transfer to the new site? If I can how do I do this without getting another penalty or lose the credit for the original content. I created about 2,000 pages of original content for this site. I'd love to be able to transfer this content if I have to start from scratch. Any ideas or detailed help plans would be greatly appreciated.

Hi Todd,
first we dont know what is the exact penalty, but it seems to me that is an algorithmic penalty.
Just for your information concerning filing a reconsideration request, Google will only look(or react) at it if your site got affected by a manual penalty.
If your site was affected by an Algorithm then they will leave it for the algorithm to resolve it.

Significant "Average Position" dips in Search Console each time I post on Google My Business
Hi everyone, Several weeks ago I noticed that each Wednesday my site's Average Position in Search Console dipped significantly. Immediately I identified that this was the day my colleague published and back-linked a blog post, and so we spent the next few weeks testing and monitoring everything we did. We discovered that it was ONLY when we created a Google My Business post that the Average Position dipped, and on the 1st July we tested it one more time. The results were the same (please see attached image). I am 100% confident that Google My Business is the cause of the issue, but can't identify why. The image I upload belongs to me, the text isn't spammy or stuffed with keywords, the Learn More links to my own website, and I never receive any warnings from Google about the content. I would love to hear the community's thoughts on this and how I can stop the issue from continuing. Increase in spammy links from image gallery websites i.e. myimagecollection.net
Hi there I've recently noticed a lot of spammy links coming from image gallery sites that all look the same, i.e.: http://mypixlibrary.co/ http://hdimagegallery.net/ http://myimagecollection.net/ http://pixhder.com/ Has anyone else seen links from these? They have no contact details, not sure if they are some form of negative SEO or site spam. Any ideas how to get rid? Thanks

Submitting a page to Google Search Console or Bing Webmaster Tools with nofollow tags
Hello, I was hoping someone could help me understand if there is any point to submit a domain or subdomain to Google Search Console (Webmaster Tools) and Bing Webmaster Tools if the pages (on the subdomain for example) all have nofollow/noindex tags ... or the pages are being blocked by the robots.txt file). There are some pages on a data feed onto a subdomain which I manage that have these above characteristics ... which I cannot change ... but I am wondering if it is better to simply exclude from submitting those from GWT and BWT (above) thereby eliminating generating errors or warnings ... or is it better to tell Google and Bing about them anyway then perhaps there is a chance those nofollow pages may be indexed/contextualised in some way, making it worth the effort? Dynamic Content Boxes: how to use them without get Duplicate Content Penalty?
Hi everybody, I am starting a project with a travelling website which has some standard category pages like Last Minute, Offers, Destinations, Vacations, Fly + Hotel. Every category has inside a lot of destinations with relative landing pages which will be like: Last Minute New York, Last Minute Paris, Offers New York, Offers Paris, etc. My question is: I am trying to simplify my job thinking about writing some dynamic content boxes for Last Minute, Offers and the other categories, changing only the destination city (Rome, Paris, New York, etc) repeated X types in X different combinations inside the content box. In this way I would simplify a lot my content writing for the principal generic landing pages of each category but I'm worried about getting penalized for Duplicate Content. Do you think my solution could work? If not, what is your suggestion? Is there a rule for categorize a content as duplicate (for example number of same words in a row, ...)? Subtle On-site Factors That Could Cause a Penalty
It looks like we have the same penalties on more than one ecommerce site. What subtle on-site factors can contribute to non-manual penalty, specifically rankings slowly going down for all short tail keywords? And what does it take to pull yourself out of these penalties?

Google Panelizes to much SEO
I just read this interesting article about a new Google Penalty that will be up in the next upcoming weeks/months about Google making changes to the algorithm. The penalty will be targeted towards websites that are over optimized or over seo'ed. What do you think about this? How much time do you think Google employees spend reverse engineering what we do?
Lets face it, it's the corner stone of SEO, reverse engineering sites to guess at what big G does. It would just make sense they did the same to learn all our tactics.
