We had the same problem for Hemfakta.se which is a product review site. We tried submitting URL:s, sitemaps and using other tools in Bing Webmaster but it would not index, we then implemented Bings Indexmenow and now all pages are indexed 
Its kinda strange that Bing makes it so hard to get your pages indexed... 
So try this tactic and I´m sure you will get indexed in Bing as well as Google
