How should I use keywords in a sentence?

The keywords that I target are phrases that wouldn't ever be used in a sentence... Ex: Stained Concrete Virginia
My question is... Is it better to use the phrase, even though its odd?
Ex: Stained Concrete Virginia is a great product
Or is it better to make it a natural sentence?
Ex: Stained Concrete in Virginia is a great product?
Im trying to find a way to use my keyword phrases at least 4 times in the content of the pages...but it seems difficult if I have to use such an odd phrase.

Competition for that phrase is really really low. If you have any kind of power in your site you should be able to rank for it. Plus, if you are located in Virginia and your searcher is there too, that will make it even easier to rank for these terms.
So, it's not worth sounding like a hillbilly to every person who visits your site, just to contrive sentences that put these words in the order of a query that might be used once in a blue moon.

I agree with Bail and Keri. The takeaway is that the phrase is always important but so is surrounding text. Mix and match and do it what makes sense for a user, not for a Search Engine. It will always work out better in the long-run and you won't have to worry about over optimization kind of penalties.
Design your website for the user as well as the Search Engines, not just the Search Engines. Search Engines like what the user's like. As it leads to more users engaging with your content, website, therefore improving your site-score, helping you not only in SEO but PPC if at all you do PPC.

You can also spread your phrase over two sentences, such as "We service the Shenandoah Valley area in Virginia. Stained Concrete is blah blah blah" and you have "virginia stained concrete" as a phrase.

great question. The obvious choice here is to use the sentence that makes the most sense which would be "Stained Concrete in Virginia etc.." You should avoid the odd and confusing sentences because it will lead to a bad user experience, resulting in low conversions, regardless of the rank perks you will receive.
Come to think about it, I really don't see too much of a disadvantage on using 'Stained Concrete in Virginia etc.." because, generally, search engines typically pick out irrelevant keywords like: "the, in, a, of" automatically and only concentrate on keywords it sees relevant.
I know coming up with different word variations can be difficult but try playing with the words that relate to your audience to give you more options (e.g. Stained Concrete for Virgina Homes) of even using your business locations for a more targeted search (e.g. [City name], Va stained concrete).

How Can I Rank My One Keyword ?
I read many places about never use the same keywords/anchor text this will consider as spam by google, so i want to know if suppose my main keyword is Indian bridal sarees than how can i give rank to that keyword, should i use the same exact keyword but in different format like bridal indian sarees or indian bridal sarees shopping something like that. Narrowing keywords or build more pages - Startup
I provide local services to a number of small cities and am trying to decide the best way to attack local keywords. I need to decide if I should target all 4 cities or narrow it down to 1 or 2. I used the google keyword tool and none of my keywords have enough results to show data so I am left guessing by using the nearest major city and population sizes. Anyway, I have read over and over about how keywords in the title / description are imperative. Well, thats tough to accomplish without being spammy when you offer two services for four cities. I don't think lakeville snow removal, apple valley snow removal, eagan snow removal makes for a good title of a page. Also, it's not an easy task to get any kind of keyword density in the content as well. So how do you recommend I attack this? I have seen sites that create a page for each keyword with basically the same content excpet replacing city x with city y and they do well. I find this spammy and hope that eventually they get penalized for it. I guess I would be willing to do it, but would prefer a more natural solution. One more question, if I do keyword a single city, say Lakeville, what is the prefered way to keyword the home page compared to the service pages. Example, I have a snow removal page that the keywords would be lakeville snow removal and a lawn care page with the same.. So what is the target for the home page? I am really confused about how geolocation and search works. For example, I can search "Air Conditioning Repair" in Google and will get local search results depending on my geolocation. How do I set up keywords in SEOmoz "Air Conditioning Repair" and get the ranking depending on the users geolocation? Do I have to have the keyword "Sacramento Air Conditioning Repair" to get the same results if I search within the vicinity of Sacramento with the term "Air Conditioning Repair." Adding qualifiers to keywords?
I know that it's worth adding qualifiers to high value keywords to create long-tail variations which will later have the potential to rank well for the main keyword as well... My questions is, how important is it that the newly-formed keyword/phrase also be evaluated for search volume? E.g. "tips for job interviews" has a high search volume, but scores 72 in the Keyword Difficulty tool - quite high. I would therefore be tempted to create a "10 tips for job interviews" articles or something similar, yet THIS particular phrase is searched for <10 times per month... If there are not any easy-to-find qualifiers that also create a well-searched for keyword/phrase, is it still worth adding them?
