SEO for small, independent insurance agencies -- is it possible?

I work with a lot of small, independent insurance agencies and have found through keyword research that most people search for insurance by state (e.g. pennsylvania auto insurance) or simple by product (e.g. auto insurance). Only if an agency is located in a densely populated city like San Francisco do I see people searching for insurance by city. As you can probably guess, these keywords are extremely competitive. Big companies like Geico and Progressive tend to take over page one for these searches.
So, if I'm trying to optimize a website for an insurance agency in Quakertown, PA, for example, a small town with very few monthly searches (zero according to Google's keyword tool), how should I focus my on-page SEO efforts? Should I focus on "state + insurance," "city + insurance," or a combination of both? Or am I approaching this all wrong?
Thank you in advance for your help. I'm feeling really stumped and would appreciate any fresh perspective.

I think everyone else has been talking about it a bit but I think you're on the right track with Local. You can't win "auto insurance" in Quakertown but you can absolutely be the A) Local listing if you increase your citations. Try Whitespark, see what's out there?
Bob J... is C) for quakertown PA auto insurance with a DA 10, PA 23. Not exactly impossible to beat. Organic results, yes you'll struggle because the big agencies have it setup right - unless you're working for one of their partners, you'll find it rough going.
Looking at your keywords in Adwords Tool, the only one with even "Medium" competiion is "insurance company" - by adding company the search gets SO large that even big competitors don't monopolize it. If you're ranking locally, adding "company" to at least some searches may help you as well.
Your best bet otherwise may be long tail keywords. Don't forget county searches. Bucks County insurance, etc. Auto, car, vehicle, home, house, homebuyers, renters, whatever - just do an Ubersuggest search and see what you're not using for important keywords, as well.
But I agree, it's going to be probably 95% local, 5% everything else.

Thanks, EGOL. This is an approach I have been using, so I'm relieved to have it verified by another professional. I've been focusing on claiming listings, keeping them consistent, and linking back to the website. Hopefully, this will benefit my clients in the long run.

Exactly -- take advantage of all the tools at your disposal. In this case, local results will be displayed more often than not. In a nutshell, you need to be setting up Google+ Local pages for the businesses you are working with rather than clinging onto the hope of competing with the big dogs for organic search position.

You want to get listed in the local results.
When I search for "auto insurance" and change my location to quakertown pa I see the map with push pins showing me offices for....
Aaron Landis, Bob Wimer, R&R, Reise, Jime Wiley
I would put my work into getting on the map.

I'm not experienced in the insurance industry, but I think your suspicions are correct in that you will have problems competing with the big players in the industry.
One question for you: Does a search for something like 'Quakertown PA auto insurance' bring up local results (map) or just standard results?
I would put my focus on the city level. Try to build links and local citations. Also, focus on what sets you apart from the big agencies. Perhaps there are people searching for 'locally owned insurance companies in Quakertown.'

Wordpress SEO: Category page + Product page or only category page?
Trying to improving my website's ranks on google for a specific keyword (e.g. Samsung S6), I'm thinking about doing some experiments. I've a wordpress based blog. Now, I've the category "Samsung S6" (url: example.com/samsung-s6), with only the latest 6 news (with excerpts) + pagination. This ranks good, but it's a bit ugly as a landing page and I want a better rank. I could improve this page by customizing the template and adding some static text, but it could be a time-consuming solution considering that I'm using a third party theme and I should check this every update. Also, it's harder to customize this page then the next solution: I'm thinking about creating a new page Samsung S6 (url: example.com/samsungs6). This page will contain a product overlay (e.g. RAM, HD, screen size etc.), + product description with features and a small review of it's elements (e.g. camera description with results, suggested applications etc.) + some images/youtube videos + latest 6 news (without excerpts) + some links to other relevant pages in my website for that product, including a link to the category page. What will happen in terms of SEO? Any idea if the new page could rank better than the category page, considering that it has more static elements? Not sure if google could detects duplicates, or two page comepting for the same keyword on the same website is a bad thing. Which are your ideas? Is it ok to have two pages competing for the same keyword on the same website?

SEO'd Title Tag for Product Pricing Page with Little to No SV for Product Pricing Related Terminology
Hello, What should one do about a title tag for product pricing page (of a SaaS company)? The only keywords/phrases that have SV are "Acme Pricing" "Acme Product Pricing" and "Acme Solutions Pricing", but obviously I don't want to use all three since "Acme" and "Pricing" repeat in all three. Should the title tag just be "Acme Pricing"? In past experiences, a title tag that short typically gets changed by Google in SERPs. Should one not optimize the title tag at all? Any thoughts, suggestions, would be greatly appreciated! Thanks!

SEO beginner- How to decide what keyword to go after?
I started a website called Think and Grow Entrepreneur. I'm not sure where to start with Keywords and which ones to go after. Should I input the same keywords over and over my blog to rank in those or should I look at every post as a single entity and try to rank different keywords in each blog. Ideally I would like to rank for the keyword Entrepreneur, but there are already very powerful companies with the same keyword. How should I go about this situation? I appreciate any feedback. Is it possible to outrank wikipedia and .gov?
Very new to SEO and wondering if I am wasting my time/money on something that is not possible. The top 3-5 keywords I want to place have top results offered by a .gov, wikipedia article (title is my keyword) and about.com. My gut tells me that I could work my tail off for the next few years creating content and links and never be able to out rank these sites so I might be better off just buying ads for those terms. Hi Moz community, I would like to request your collective wisdom. I'm new to SEO and putting together an SEO research and strategy document for the employment service I work for. Have solid skills in Google Adwords and have ran a campaign over the last two years with excellent results. But this SEO thing is a whole new world! Can you target all of these words with SEO - or am I better finding words with higher volume? How many words should I be looking to target? For example, am I only trying to find the 5 or 10 highest volume words, or is it important to target lots of words with SEO?
