Noindex : Do Follow or No Follow Tags?

Hello,
I have a website with tags (which have the noindex tag) on each article post.
I've been told that I should noindex/nofollow these tag pages, because they are getting link juice passed to them, and since they aren't getting indexed, it's wasting link juice to those pages, when the link juice could be passed to a page that is actually getting indexed.
What are your thoughts on this?
Also, what would be the point to noindex/follow a page, if you are noindexing that page? Isn't it just wasting link juice?
What is the proper SEO way to optimize tags.

I think the way you have your tags set is perfect. While having a robots=noindex tag allows google to read the page and pass pagerank, there's no point listing them in search results as they actually don't offer any valuable content; they link to, but they don't have it.
That said, google goes over your tag pages passing pagerank, which ultimately get more juice to your articles. Sometimes, within a post, you can link to a tag page within the content, so users can read more about certain topics and you are passing more juice to that tag page, although not being indexed, that tag page passes pagerank back to the articles.
The noindex has nothing (almost) to do with pagerank, it could be a tremendously useful page (you can even earn links to it from external sources), but they are only valuable to users reading your content and interested in a particular "subject" you mention within the post/context.

The use of nofollow does not retain link juice (Google made this change years ago). Each link uses link juice; a follow link passes link juice to the other page and nofollow throws the link juice away. You should use nofollow for paid links and if you can not vouch for the other page (e.g. spam links in a blog comment). If you link to a quality site that is not a paid link, then follow is fine.

Does having alot of pages with noindex and nofollow tags affect rankings?
We are an e-commerce marketplace at for alternative fashion and home decor. We have over 1000+ stores on the marketplace. Early this year, we switched the website from HTTP to HTTPS in March 2018 and also added noindex and nofollow tags to the store about page and store policies (mostly boilerplate content) Our traffic dropped by 45% and we have since not recovered. We have done I am wondering could these tags be affecting our rankings?

Is it best practice to have a canonical tags on all pages
The website I'm working on has no canonical tags. There is duplicate content so rel=canonicals need adding to certain pages but is it best practice to have a tag on every page ?

Best Practices for Title Tags for Product Listing Page
My industry is commercial real estate in New York City. Our site has 300 real estate listings. The format we have been using for Title Tags are below. This probably disastrous from an SEO perspective. Using number is a total waste space. A few questions:

-Should we set listing not no index if they are not content rich?
-If we do choose to index them, should we avoid titles listing Square Footage and dollar amounts?
-Since local SEO is critical, should the titles always list New York, NY or Manhattan, NY?
-I have red that titles should contain some form of branding. But our company name is Metro Manhattan Office Space. That would take up way too much space. Even "Metro Manhattan" is long. DO we need to use the title tag for branding or can we just focus on a brief description of page content incorporating one important phrase? Canonical tag - but Title and Description are slightly different
I am building a new SEO site with a "Silo" / Themed architecture. I have a travel website selling hotel reservations. I list a hotel page under a city page - example, www.abc.com/Dallas/Hilton.html Then I use that same property under a segment within the city - example www.abc.com/Dallas/Downtown/Hilton.html, so there are two URLs with the same content Both pages are identical, except I want to customize the Title and Description. I want to customize the title and description to build a consistent theme - for example the /Downtown/Hilton page will have the words "Near Downtown" in the Title and Description, while the primary city Hilton page will not. So I have two questions about this. First, is it okay to use a canonical tag if the Title and Description are slightly different? Everything else is identical. If so, will Google crawl and comprehend the unique Title and Description on the "Downtown" silo? I want Google to see that I have several "supporting" pages to my main landing page(s). I want to present to Google 5 supporting pages in each silo that each has a supporting keyword theme. Meta tags - are they case sensitive?
I just ran the wordtracker tool and noticed something interesting. The tool didn't pick up our meta description. It's strange as our meta descriptions appear in organic search results and Moz never reported missing meta descriptions.After reviewing other pages, I noticed our meta description tag is written as the following: name="Description" content=" I never thought about this, but are meta tags case sensitive? Should it be written as: name="description" content=" Thoughts?

NOINDEX or NOINDEX,FOLLOW
Currently we employ this tag on pages we want to keep out of the index but want link juice to flow through them: <META NAME="ROBOTS" CONTENT="NOINDEX"> Is the tag above the same as: <META NAME="ROBOTS" CONTENT="NOINDEX,FOLLOW"> Or should we be specifying the "FOLLOW" in our tag?
