Going after multiple similar keywords, which is the better approach?

Let's say I have a page targeting a keyword, "New York Restaurants". There are also several "very close" variations of this keyword which I could also target. Here are the volume estimates:
New York Restaurants - 100
Restaurants New York - 40
Best Restaurants New York - 30
Best Restaurants in New York - 20
etc.Given this, which of the following is the better overall approach?
A) Have one page and work all of these keywords so the page targets all of them. For example here try to weave in "Best" in different ways.
B) Have multiple pages and use 301 redirects. Create one page only targeted at "New York Restaurants" and then create additional pages with the other terms in the URL and Headline, which 301 redirect to my "New York Restaurants" page. This is similar to how wikipedia does redirects, for example "Bourne 2" 301 redirects to "Bourne Supremacy".

I agree with Andy.
When thinking of the right strategy for page/content development that all target the same general terms, Google is moving toward thematic indexing, versus keyword by keyword. As long as the collection of target terms on the page is pretty close (just like your example list), the page should rank well for all target terms (and probably some other ones you have not intentionally targeted).
For your meta data, you could introduce a Title that incorporates all keywords such as "The Best New York Restaurants" and a description such as "The best restaurants in New York as voted by local residents. See if your favorite New York restaurant is on the list. Read reviews, submit your vote and more!"
Then use each of your various terms 1-2 times at the most throughout the content. Use your most valuable term in the first 50 words on the page. Make sure the content is written for humans and not spiders. the bots are getting very good at detecting this, so just as Andy said, the user experience should be your focus, not rank.
Also, don't forget to add images and alt text that incorporates some of your keyword targets as well.

But your keyword variations are for personal gain and to try and get as many people to your site as possible. Wiki's is just to correct what people search for. Trust me, Google will view this practice the same way.
I would never suggest using a redirect for trying to enhance a site in this manner. Use a 301 only to push someone from a page that no longer exists, or that has a genuine reason to be there.
Refer to Googles reasoning on redirects rather than Wikipedia's in this situation.

Thanks Andy. Quick followup, where do you think Google draws the line on what is a "non-spammy" redirect? From what I can tell it seems like Wikipedia's reasons for a redirect (e.g. plurals, misspellings, etc.) are basically the same as my keyword variations. Is it really that spammy or an "at risk" practice?

Be very careful about trying to get any sneaky redirects in to a page. If this is found out, Google will come down on you. It is only similar to what Wiki do in the sense that Bourne Supremacy is also known as Bourne 2. What you are trying to do is trick Google into ranking you for more keywords.
The best way to do this is make a site / page about these restaurants, and make it as good as you possibly can. Make it a real user experience so that people want to come come back. Add those extra keywords in there, but do it sparingly, so it doesn't look like it has been written for the search engines.

Interlinking sites in multiple languages
I am working on a project where the client has a main .com site and the following additional sites which are all interlinked: .com site targeting US

.HK site targeting Hong Kong All sites contain similar information (although the Chinese site is translated). They are not identical copies but being shopping sites, they contain a lot of similar product information. Webmeup software (now defunct) showed that the inbound links to the main site, from the additional domains are considered risky. Linkrisk shows them as neutral. The client wants them to be interlinked and would not want to remove the additional domains as they get a good amount of traffic. In addition, the messages and products for each country domain have been tailored to a degree to suit that audience. We can rewrite the content on the other domains, but obviously this is a big job. Can anyone advise if this would be causing a problem SEO wise and if so, is the best way to resolve it to rewrite the content on the US and Hong Kong sites? Alternatively would it be better to integrate the whole lot together (they will soon be rebuilding the main site, so it would be an appropriate time to do this).0 -

Question about multiple websites in same field
I know what most people say that it is best to only have the 1 website for focus but if we can put this to the back of our minds, if we create 2 different websites that are totally different designs (one upmarket one and one targeting the cheaper market) but in the same fields (printing) and go after 80% of the same keywords is this ok (could we be penalized). Please note we will not be interlinking the websites, the website .will be on different servers and the names will be registered under different people (2 partners in the business). We will however be accessing webmaster tools from the same location.

Ranking For Misspelling of Primary Keyword
I have been baffled for the past few months for ranking for the misspelling of our primary keyword BELIZE in the Google U.S. Serps. We are nowhere to be found, but are ranking for the misspelling BELIZ (without the final "e"). We have been online since 1995 on page one everywhere. 11 months ago we did a site redesign changing over to WP as a CMS. We changed all pages from widget-example.html to widget-example and properly 301ed all pages after deleting the old pages. Then we accidentally de-indexed the site for a month due to a robots.txt error. This has been corrected 4 months now. We shared this on the Google Webmaster forums and some kind folks helped with advice - nothing major in our opinion but we implemented most of the tips given. We are doing fine everywhere with all search engines and Google itself in other areas Google.ca Google.bz Google.mx for example. But in our primary market is the U.S. where the majority of our readers are - tourists and retirees looking for our information - we do not exist. The joke is that searching for BELIZ in the U.S. Google Serps has us on Page One. It is a joke that is NOT funny - or maybe some human evaluator made a mistake or is playing a sick joke? We have done a reconsideration request in case there was a manual penalty and we received the no manual penalty form letter. I notice increasingly in Google Live Analytics people typing in our full domain name - I guess out of frustration not getting the site when inputting the primary keyword. I find that I can write a new article and in a couple of weeks it ranks in the top couple pages. Many other pages are found via long-tail only. I find it intriguing that yesterday I wrote a very small article, a press release actually, and today searching for the misspelling BELIZ in the U.S. Google Serp the root domain is ranked #2 and the snippet and image displayed is from this little article which is nothing really great. Should I Decrease My Keyword Density
On SEOmoz's On-page tool it is telling me that I should cut the number of phrases for a specific key phrase almost in half, from 27 to 15. However my keyword density for this page is only 1.68%. I would have thought that was a good keyword density to have, if not even a little higher. Should I trust the tool and decrease this keyword phrase?
