Do shady backlinks actually damage ranking?

That is, it looks like a whole bunch of sites got smacked around the penguin/panda updates, but is this by virtue of actually being hurt by google's algorithms, or by virtue of simply not being helped "as much"?
That is, was it a matter of the sites just not having any 'quality' backlinks, having relied on things google no longer liked, which would result in not having as much to push them to the top? That is, they would have been in the same position had they not had those shoddy practices?
Or was google actively punishing those sites? That is, are they worse off for having those shoddy practices?
I guess the reason I ask is I'm somewhat terrified of going "out there" to get backlinks -- worst case scenario: would it just not do much to help, or would it actually hurt?

Well, for one, someone mentioned guest-posting. But then, guest-posting where? What if the blog is iffy? Would PA/DA give a solid indication of this kind of thing?
Or, for example, I know to stay away from "buy 40 bajillion backlinks for $3" and such, but what about an offer for an individual backlink from a high PR page, manually added potentially in the context of a guest post? Part of me thinks "okay, seems reasonable", but part of me thinks "if this is being offered then could the fact that it's being offered to others then pose an issue based on the appearance of high volume"?
Also: if there is the potential for "negative" SEO, wouldn't this be easily abusable? What's to stop me from blasting 60000 backlinks to one of my competitors?

Yes, Google has a number of penalties that actively hurt or de-indexes websites with shady links.
Just focus on getting backlinks that would be useful to people actually visiting those websites. If a human found your link, would they respect you for it? That's the question you should ask when you build links.

I would suggest you to avoid the bad links. I had a site which was hitted hard because the owner use cheap paid links. For me the best links are this which I am extracting from the site explorer. Plus the natural links from the visitors. Another good technique is guest posting.

Its all speculation at the moment, so the fear mongering is rampent.
In short, yes, bad backlinks can have a negative effect on your site, but it depends on how well established your site is. Negative SEO is real, but depending on the severity of the dodgy links, google just discredits them and asks you to get rid of them, rather than slapping you with a penalty.
When you say, you are afraid of "going out there" what is is that you are afraid of? Just don't be manipulative, get links on relevant websites and you have nothing to worry about. Just forget about trying to manipulate rankings, build relationships with other webmasters, after all, 1 great link is better than 50 suspect / low value links that take hours to "build"

There is a lot I can say on this subject but I am going to sum it up in one sentence.I know it’s a generic answer but that’s kind of a generic question
Google can and will penalize (punish) websites for breaking any of their rules that they deem worthy of doing so.

Do we lose Backlinks and Domain Authority of URL when we change domain Name?

Black hat : raising CTR to have better rank in Google
We all know that Google uses click-through-rate (CTR) as one of it is ranking factor. I came up with an idea in my mind. I would like to see if someone saw this idea before or tried it. If you search in Google for the term "SEO" for example. You will see the moz.com website in rank 3. I'm changing title tags and meta tags, url, will i loose my ranking?
Hi Guys QUESTION: I'm currently going through a re-design for my new website that was published in November 2014 - since launching we found there were many things we needed to change, our pages were content thin being one of the biggest. I had industry experts that came in and made comments on the title tags lacking relevance for eg: our title tag for our home page is currently "Psychic Advice" most ideal customers don't search "Psychic Advice" they search more like "Online Psychic Reading" or Psychic Readings" I noticed alot of my competitors also were using title tags such as Online Psychic Readings, Free Psychic Readings etc so it brings me to my question of "changing the title tags around. The issue is, im ranking for two keywords in my industry, online psychics and online psychic readings in NZ. 1. Our home page and category pages are content thin.... so hoping that adding the changes will create perhaps some consistency also with the added unique and quality content. Here is the current website: zenory. co.nz and the new one is www.ew-zenory.herokuapp.com which is currently in development I have 3 top level domains com,com.au, and co.nz Is there anyone that can give me an idea if I were to change my home page title tag to **ZENORY | Online Psychic Readings | Live Psychic Phone and Chat ** If this will push my rankings down though this page will have alot more valuable content etc? For obvious reasons im going to guess it will make drop, I'm wondering though if it is worth changing the title tags and meta descriptions around or leaving it as is if its already doing well? Finding and Removing bad backlinks
Ok here goes. Over the past 2 years our traffic and rankings have slowly declined, most importantly, for keywords that we ranked #1 and #2 at for years. With the new Penguin updates this year, we never saw a huge drop but a constant slow loss. My boss has tasked me with cleaning up our bad links and reshaping our link profile so that it is cleaner and more natural. I currently have access to Google Analytics and Webmaster Tools, SEOMoz, and Link Builder. 1)What is the best program or process for identifying bad backlinks? What exactly am I looking for? Too many links from one domain? Links from Low PR or low “Trust URL” sites? I have gotten conflicting information reading about all this on the net, with some saying that too many good links(high PR) can be unnatural without some lower level PR links, so I just want to make sure that I am not asking for links to be removed that we need to create or maintain our link profile. 2)What is the best program or process for viewing our link profile and what exactly am I looking for? What constitutes a healthy link profile after the new google algorithm updates? What is the best way to change it? 3)Where do I start with this task? Remove spammy links first or figure out or profile first and then go after bad links? 4)We have some backlinks that are to our old .aspx that we moved to our new platform 2 years ago, there are quite a few (1000+). Some of these pages were redirected and some the redirects were broken at some point. Is there any residual juice in these backlinks still? Should we fix the broken redirects, or does it do nothing? My boss says the redirects wont do anything now that google no longer indexes the old pages but other people have said differently. Whats the deal should we still fix the redirects even though the pages are no longer indexed? I really appreciate any advice as basically if we cant get our site and sales turned around, my job is at stake. Our site is www.k9electronics.com if you want to take a look. We just moved hosts so there are some redirect issues and other things going on we know about.

Negative SEO - Case Studies Prove Results. De-rank your competitors
Reading these two articles made me feel sick. People are actually offering a service to de-rank a website. I could have swore I heard Matt Cutts say this was not possible, well the results are in. Is it negative to put a backlink into the footer's website of our clients ?
Hello there ! Everything is in the subject of this post but here is the context : we are a web agency and we, among others, build websites for our clients (most of them are shops). Until now, we put a link in their footer, like "developped by MyWebShop". But we don't know if it is bad or not. With only one website we can have like hundred of backlinks at once, but is it good for SEO or not ? Will Google penalize us thinking that is blackhat practices ? Is it better to put our link in the "legal notices" or "disclaimer" part of the websites ? What is the best practice for a lasting SEO ? I hope you understand my question, Thnak you in advance !

How do you deal with spammy backlinks?
One of the web designers I work with asked me to do a preliminary site assessment on a small business website. The owner of the business had a falling out with his previous web designer and moved over to the one I work with earlier this year. The site has been redesigned but when analyzing the back links I discovered that the previous designer had created directories to create backlinks to the page. The PR 0 links from the site number about 150 and are from unrelated topic pages. So, it made me wonder, how much damage can spammy backlinks do? What is the best practice to deal with spammy backlinks if you find them?
