Are URL shorteners building domain authority everytime someone uses a link from their service?

My understanding of domain authority is that the more links pointing to any page / resource on a domain, the greater the overall domain authority (and weight passed from outbound links on the domain) is.
Because URL shorteners create links on their own domain that redirect to an off-domain page but link "to" an on-domain URL, are they gaining domain authority each time someone publishes a shortened link from their service? Or does Google penalize these sites specifically, or links that redirect in general? Or am I missing something else?

Ryan, thanks for responding, but I may have not been clear in my question. Your answer is about domain authority for the ultimate destination of the link; let's say http://bit.ly/xyz redirects to http://www.seomoz.org/q/are-url-shorteners-building-domain-authority-everytime-someone-uses-a-link-from-their-service
And let's say 20 people on tweet the http://bit.ly/xyz link, and the text of several of those tweets is reproduced (link included) on eight websites. Does http://bit.ly 's domain authority increase as a result of those 20 tweets and eight website links?

Jay, you are asking a great question and the answer is yes, links that are offered from URL shortener services build DA.
Think of those links as 301s. When you use http://bit.ly/xyz that URL is 301'd to the actual web address. As with all 301s, you do lose a bit of link juice due to the 301, but 90%+ of the value will remain.

Does rewriting a URL affect the page authority?
Hi all, I recently optimized an overview page for a car rental website. Because the page didn’t rank very well, I rewrote the URL, putting the exact keyword combination in it. Then I asked Google to re-crawl the URL through Search Console. This afternoon, I checked Open Site Explorer and saw that the Page Authority had decreased to 1, while the subpages still have an authority of about 18-20. Hence my question: is rewriting a URL a bad idea for SEO? Thank you,

Why domain authority increase
Hi all Our domian authority has increased from 39 to 42 last week. We have been improving our metadata and removing bad backlinks recently. Is there any other reason or updates last week that would have resulted in this increase? Thanks

27 of 127 Domains Agreed to Remove Bad Links, Is this an Unusually Low Ratio?
Hi MOZ Community: I hired an SEO firm to run a link audit, identify bad links, request that those links be removed and upload a disavow file to Google Webmaster tools for the domains that would not agree to remove their links. My SEO company after emailing the owners of the bad domains linking to us obtained the following results: NYCOfficeSpaceLeader Total for Removal: 125 (118) Found: 87 (84) Removed: 27 (27) Only a total of 27 domains out of 87 found domains have been removed so far. Seven additional domains have asked for a link removal ransom which we are refusing. Only getting 27 removed seems really low. Is this normal? Is there any way to increase this number? Will the disavow file have any effect and if so when? If Google does not actually remove the links, how can I determine when the disavow file has been processed. I feel a little silly having paid a lot of money and the only tangible effect to date is that links from 27 domains have been removed. Has it been a worthwhile investment for only having links from 27 domains removed? My company does not have an unlimited marketing budget so obviously there is some concern. Advice on Link Removal Services
Hello everyone, Due to the Penguin update my site unfortunately took a bit of a hit. A little while ago I submitted all of our questionable/bad links to the disavow tool, however I still wante to go back and delete any and all problematic links that are still out there. Ive looked into many services, however I haven't been too impressed. Removeem - The email addresses they provided weren't always valid, and their email tool didn't always deploy correctly - a lot of cross referencing and was not saving me any time. Link Detox - Free trial was a bust. They show you 10 links on the free trial, however for me, 9 of the 10 were all the same. Couldn't get a good feel of their system. Rmoov - Their tool is one where you upload your own links, and they help manage everything, however they DONT allow you to email through their system, so Im not sure how this helps my process if I have to do everthing manaully anyway. A lot of sites I see are also a full service approach that charge you based on how many links they remove, and this can get quite costly. I have also contacted:

Is this even an avenue I should explore, or should I compile my own list [as 3rd party algorithms are not always accurate] and reach out to sites manually? Is there any SEO advantage to sharing links on twitter using google's url shortener goo.gl/
Hi is there any advantage to using <cite class="vurls">goo.gl/</cite> to shorten a URL for Twitter instead of other ones? I had a thought that <cite class="vurls">goo.gl/</cite> might allow google to track click throughs and hence judge popularity.

Is it safe to 301 redirect old domain to new domain after a manual unnatural links penalty?
I have recently taken on a client that has been manually penalised for spammy link building by two previous SEOs. Having just read this excellent discussion, http://www.seomoz.org/blog/lifting-a-manual-penalty-given-by-google-personal-experience I am weighing up the odds of whether it's better to cut losses and recommend moving domains. I had thought under these circumstances it was important not to 301 the old domain to the new domain but the author (Lewis Sellers) comments on 3/4/13 that he is aware of forwards having been implemented without transferring the penalty to the new domain. http://www.seomoz.org/blog/lifting-a-manual-penalty-given-by-google-personal-experience#jtc216689 Is it safe to 301? Do any of you regularly use expired domains?
I know there has been discussion on using expired domains in the past. This is not so much a question as to how to do it or whether it works, but rather I would love to see how many of you use this in your backlink strategy. I have a domain in a low to moderately competitive niche that ranks really well, mostly on the power of a couple of expired domains. I bought the domains, created a quick wordpress site and pointed some anchor texted links to the site. It took some time for the expired domains to regain their PR, but when they did, the benefit was great. I'm considering whether I want to do this with another domain of mine. On one hand, it's a relatively inexpensive way to get some good quality anchor texted links. But, on the other hand, something in it feels "immoral" or "sneaky" to me. What do you think?
