Web config redirects not working where a trailing slash is involved

I'm having real trouble with getting working redirects in place to use on a site we're re-launching with a modified url structure.
Old URL: http://www.example.com/example_folder/
New URL: http://www.example.com/example-of-new-folder/
Now, where the old URL's have a trailing slash the web.config simply will not accept it. It says the URL can start with a slash, but not end with a slash. However, many of my URL's do end with a slash so I need a workaround.
These are the rules I'm putting in place:
<location path="example_folder/"></location>

The following will work for both slash and no slash,
<rule name="Test" stopprocessing="true"><match url="^example_folder"><action type="Redirect" url="/newfolder"></action></match></rule>

Thanks for the response Alan.
However, the problem is with the old URL's, so where they have a trailing slash I cannot get them to redirect to any URL's of the new structure (with a trailing slash or otherwise.).
To simplify the ask, how do I put in place a 301 redirect from 'http://www.example.com/example_folder/' to some other URL?

i would first decide if you want a slash or not. i prefer not as when people type urls they rarly add a slash on the end.
see this page will tell you how to remove all slashes and then your redirects should work

302 redirected links not found
There are so many 302 redirected links you found among which most are for the pages which needs users to login to view the pages so redirection to login page is unavoidable. For example: https://www.stopwobble.com/wishlist/index/add/product/98199/form_key/QE0kEzOF2yO3DTtt/ Also we don't have product compare functionlity, but still there are so many links from compare page which redirects to respective category page. Are my canonical re directs working?

Redirecting over-optimised pages
Hi One of my clients websites was affected by Penguin and due to no 'bad link' messages, and nothing really obvious from the backlink profile, I put it down to over-optimisation on the site. I noticed a lot of spammy pages and duplicate content, and submitted recommendations to have these fixed. They dragged their heels for a while and eventually put in plans for a new site (which was happening anyway), but its taken quite a while and is only just going live in a couple of weeks. My question is, should I redirect the URLs of the previously over-optimised pages? Obviously the new pages are nice and clean and from what I can tell there are no bad links pointing to the URLs, so is this an acceptable practice? Will Google notice this and remove the penalty? Do web pages have to be linked to a menu?
I have a situation where people search for terms like, say 1978 one dollar bill. Even though there never was a 1978 one dollar bill. I want to make a page to capture these searches but since there wasn't such a thing as a one dollar bill I don't want it connected to the rest of my content which is reality based. Does that make sense? Anyway, my question is, can I publish pages that aren't linked to my menu structure but that will be searchable or, am I going to have to figure out a way to make these oddball pages accessible through my menu?

Is my 301 redirect working?
Very simple question here . I've redirected a bunch of older pages with decent ranking to some newer pages on my site, using the Thesis theme's built-in redirect function. However, in the SERPS, the older pages (and, importantly, older titles) still show up. When clicked on, they redirect to the new page, but it's still irritating because the older titles make the site look out of date. Is this Working As Intended, or have I or my theme done something wrong? And if it's the latter, what's the best way to achieve a redirect, preferably with a Wordpress plugin?

Slashes In Url's
If your cms has created two urls for the same piece of content that look like the following, www.domianname.com/stores and www.domianname.com/stores/, will this be seen as duplicate content by google? Your tools seem to pick it up as errors. Does one of the urls need 301 to the other to clear this up, or is it not a major problem? Thanks.
