What is considered "Over Optimization" for SEO?

In terms of the current algorithm change, we really don't know yet. I suspect that Donnie's right - it's really the same sort of stuff that we've referred to as over-optimization all along:
- Keyword stuff copy, titles, URLs
- Aggressive exact-match anchor text
- SEO-targeted copy (like 1000s of thin pages that only differ by a keyword)
- Suspicious code-order changes
- Hidden or partially hidden content
I suspect that, unlike the past, Google may start treating over-optimization more like Panda. In other words, dozens of over-optimization variables will get fed into a model and spit out one unified factor. I also suspect the threshold will be pretty high - you're going to have to be knowingly manipulating your site in an aggressive way. I don't think anyone is going to get penalized for an extra keyword repetition or a TITLE that's a bit too long.

Yes keep it under 10% keyword to content ratio. This is what PR web recommends for their articles, I am sure it is safe and applies to all pages on the web.

Is there a percentage ratio? A good content writer can implement a keyword / phrase several times on a page with it looking "normal / natural"

Keyword Stuffing, having too many keywords on one page. Anything that looks unnatural on site. You can not really get punished for offsite because you can not control it. Your competitors would have a field day on you if off site stuff could be penalized for.

What is the proper URL length? in seo
i learned that having 50 to 60 words in a url is ok and having less words is preferable by google. but i would like to know that as i am gonna include keywords in the urls and i am afraid it will increase the length. is it gonna slighlty gonna hurt me? my competitors have 8 characters domain url and keywords length of 13 and my site has 15 character domain url and keywords length of 13 which one will be prefered by google.

Sitelinks Search Box impact for SEO
I am wondering how the relatively new sitelinks search box impacts the SEO rankings for a specific site or keyword combination - do you guys have any experience or bechmarks on this? Obviously it should help on getting more real estate on the SERP page (due to adding the search box), but do you also get extra goodwill and improved SERP position from adding it? Also, is the impact different on different type of terms, let's say single brand or category term such as "Bestbuy" (or "coupon") or a combination term "Bestbuy Apple" (or "Dixons coupon")? Is this negative SEO? Should I disavow these links?
We have been doing our own internal link building for the last year and getting nice backlinks. As of the last few days, ahrefs is showing a lot of new links that seem very spammy. We have not hired anyone to do link building for us, and these are all being created on these sites under the same user name. There is a good amount of them popping up, and I fear we will be subjected to a google pentalty for unnatural links if its not addressed. My first question is, am I correct thinking this is negative seo, and not some random sites that picked up our content and is going across their affiliate websites? If so, then should I preemptively disavow all these links? Are there any good ways to stop this? How can I track who is placing these garbage links? Here are some examples of these bad links. I know I can find the webmaster via a whois but I think that really wont get me anywhere, but I could be wrong. Negative SEO
How do identify if somebody is giving you negative links. If I look at who is linking my site I suddenly see an none related website linking to my site http://plastische-chirurgie-borsten.be/ URL is translated "plastic-surgery-breast" The site is full of links. Would this be an attempt to negative SEO? How can I see the effect of such links?

Same content, different target area SEO
So ok, I have a gambling site that i want to target for Australia, Canada, USA and England separately and still have .com for world wide (or not, read further).The websites content will basically stays the same for all of them, perhaps just small changes of layout and information order (different order for top 10 gambling rooms) My question 1 would be: How should I mark the content for Google and other search engines that it would not be considered "duplicate content"? As I have mentioned the content will actually BE duplicate, but i want to target the users in different areas, so I believe search engines should have a proper way not to penalize my websites for trying to reach the users on their own country TLDs. What i thought of so far is: 1. Separate webmasterstools account for every domain -> we will need to setup the user targeting to specific country in it.

How do you optimize a page with Syndicated Content?
Content is syndicated legally (licensed). My questions are: What is the best way to approach this situation? Is there any a change to compete with the original site/page for the same keywords? Is it okay to do so? Will there be any negative SEO impact on my site?
