This would not be the best way to go about obtaining links. There is no mention of if the links are relevant, if they are permanent, etc. It does go against Google's guidelines of buying links with the intent to pass pagerank and boost your rankings.

And remember that the toolbar pagerank reflects the PR of that individual page. Heck, you could have a link from SEOmoz on your profile page that has no PR at all and is no followed and nobody visits it and it won't do you a bit of good.
Also to look at -- are those 20 websites all connected in some fashion? On the same server farm? Have the same footer links? Have the same Google Analytics code? If they're all part of a network, it's really not going to do you any good.

To follow up with what Steve said, PR doesn't necessarily determine how you rank. PageRank is determined by how high the PageRank of the other sites that link to you. So having 20 PR3 sites linking to you won't give you too high of a PR, mostly likely will make it PR3 as well. Ranking higher has more to do with overall metrics, like Domain Authority, Page Authority, Domain Links, Page Links, Social Signals, Etc..

Remember, going from PR2 to PR3 is about twice as hard as going from PR1 to PR2. So there is no "X number of links will get you to the next pagerank level" because each is uniquely harder than the previous.
That said, I have a 8 month old domain name that has maybe 15 external backlinks from PR0-PR3 sites... that domain is currently PR3. However, I have a 2 year old domain with maybe 200 backlinks from PR0-PR6 sites yet is only has a pagerank of PR2.
Honestly, social engagement does so much more as well as great content. Plus, find some killer untapped keywords and rank well for them. My 8 month old PR3 site is generating revenue for me yet my 2 year old PR2 site isn't... and its all because of keyword research and rankings.

Hi, we are in the process of building a new website and we have 12 different locations and for theses 12 locations we have landing pages with unique copy on the following: 1. Marketing...2 SEO....3. PPC....4. Web Design Therefor there are 48 landing pages. The marketing pages are the most important ones to us in terms of traffic and priority. My question is: 1. Too many SEO changes needed on a page. Create a new page?
I've been doing some research on a keyword with Page Optimization. I'm finding there's a lot of changes suggested. I'm wondering that because of the amount of changes required is it better to create a new page entirely from scratch that has all the suggestions implemented OR change the current page? Thanks, Chris

Pages built on same model some rank some don’t ?
I have multiple webpages built on the same exact model and none of them have external links ? Some rank within a few days some don’t why is that ? Has anyone experienced this ? and any idea what it could be due to ? I have 2 possibilities lsi density or lsi used or topics used ? Does anyone ha e any other idea ?

SEO - Massive duplication of same page, but different link.

I'm dealing with a big client who's site has a big (approx. 39 000) duplication of the "same" page (same content) but each page has a different URL. The duplicated page is a "become a member"-page.
I've checked the backlinks in Google Search Console and there are no sites linking to any of the duplicated pages.
The developers have no clue where or how the pages came to be duplicated, but my guess is that every time a new customer sets up an account the page becomes duplicated. The customer want us to just remove the pages and sort out the duplication, but removing the pages might cause a big drop in back links/traffic and what not. I would much rather redirect the duplicated pages to the original page, but given that there are 39 000 pages it might mess with the site speed. Looking for ideas and suggestions of what the next step should be, remove or redirect.

How Many Natural Links Do You Earn?
Hello Mozzers, This is a bit of an open ended question and I don't think any one person is going to be the same. I have recently seen the light in my link building practices and I am trying to get a feel for what to expect in terms of natural link acquisition in an effective content marketing strategy. My question is how many natural links do you generally find yourself earning after the first 12 months of content creation/placement with a new website/industry? 23k Links from one doman pointing to a single page, good or bad?
Hey all, So I found a domain that GWT tells me has 23k links pointing to a landing page. I found that the link is part of their global nav as a text ad and that's why it's probably registering so many links. The site has a DA of 56, is this a bad thing? First Link on Page Still Only Link on Page?
Bruce Clay and others did some research and found that the first link on the page is the most important and what is accredited as the link. Any other links on the page mean nothing. Is this still true? And in that case, on an ecommerce site with category links in the top navigation (which is high on the code), is it not useful to link to categories in the content of the page? Because the category is already linked to on that page. Thank you, Tyler

Hi there. I'm SEO expert myself. I am building quality and authority backlinks with branded anchor text. My website has now over 1.5k backlinks with branded anchor text and generic keywords. But my website still not showing in SERPS with my targeted niche or anchor text. Do i need to build backlinks with exact match anchor text if yes then how much? Thanks in advance.
