Great question! Folks get really caught up in the proper way to use H1 tags and there's a lot of misinformation and rumors out there.
In the old days SEOs discovered that there was a correlation between words in the H1 tag and rankings, and so it became best practice to load all of your keywords there.
As time drew on and Google became more sophisticated, new research by SEOmoz and others discovered that there really wasn't a statistical significance to adding keywords specifically to the H1 tag - in fact the simple use of keywords in a large font towards the beginning of the document worked just as well.
So the best thing you can do for an H1 is the way it was intended - use it as the unique title of the document.
I don't see a problem if this means it's placed after the h2, but I would be wary of placing your most important content further down the page. Google seems to discourage important content pushed too far down the page, but sometimes there's legitimate reasons to place your CTA in a prominent place.
Just make sure your readers can easily find your important content - especially true if you're placing a CTA on every page!

As long as you know that the h1 tag is the most important to SE's and that it contains the page's most valued keyword then I don't think the structure (h1 before h2) matters. However your proposed structure is semantically incorrect and as we move towards the semantic web, you should adopt stricter structures.

Combine poorly ranking pages into a single page?
I'm doing on-page optimizations for an apartment management company, and they have about seven apartments listed on their site. Rather than include everything on the same page - /apartments/apartment-name/ - they have the following setup: /apartments/apartment-name/contact /apartments/apartment-name/features /apartments/apartment-name/availability /apartments/apartment-name/gallery /apartments/apartment-name/neighborhood With very few exceptions, none of these pages appear to rank for anything, and those that do either rank very poorly for seemingly random keywords or for keywords like the apartment complex name (alongside the main landing page for the complex). I'm of the mind to recommend combining the pages into a single one that contains all the info, eliminates the chances for duplicate content (all of the neighborhood pages contain the same content verbatim), and prevents keyword cannibalization. Is it possible not to be in the first 20 or 30 positions in the SERPs after executing onpage SEO actions (keyword optimization, metatags, ....) even for keywords for which there's not "too much" competition? Is there a way of visualize the pages indexed by the google bot? (the pages especifically, not the number) in order to discard indexing problems? Thank you!

AD on wordpress

Dupelicate content home page and custom page question
I am working on a website that got hit by the penguin update. Didn't get hit terribly bad, but dropped from number one to number 9. As I'm going through the pages, the theme and content is a mess. To give an example, say the site is about custom colored marbles. The main page content covers custom colored marbles, custom promotional marbles, custom glass marbles, etc. Custom colored marbles is mentioned and covered on all pages, which I am going back and trying to make each page theme specific. There is also a custom page, so I am at a cross roads on how best to employ the focus of the custom page and the home page. I am thinking the home page should emphasize colored marbles, and the custom page should emphasize custom colored marbles. My fear is that making such a drastic change will bounce the site completely off front page and that it will take time for the custom page to come up in rankings. AS it stands now I am confused as to how it even ranks on first page as there's two pages with custom colored marbles emphasis. Id like to clean this up as much as possible so there are no big hits with future google updates, but I don't want the site to drop off either as that would be hard to explain to the owner. Yeah, we are cleaning up your site and making it google compliant and in so doing you no longer rank on first page. That won't put food on the table. Thanks for any advise on this.
