Special Characters in Title Tags & Meta Descriptions

Do special characters, such as the "&" symbol or a "," in title tags and meta descriptions negatively affect your ranking in search engines? Any feedback is much appreciated.

They will not negatively effect your SEO. In general the pipe character " | " is used to separate title segments. Further situations make sense as well like "&" is used to shorten "and" since "and" is generally of no value. Thus, "&" saves you 2 characters.
For example the title of this page is:

The general thought is that they will take up valuable ranking landscape, since your title lengths are limited to begin with.

HTML entity characters in meta descriptions
Is it okay to leave HTML entity characters, such as " in meta descriptions? Will search engines translate these appropriately?

Dynamically changing a title with javascript
Hi, I asked our IT team to be able to write custom page titles in our CMS and they came up with a solution that writes the title dynamically with javascript. When I look on the page, I see the title in the browser, but when I look in the source code, I see the original page title. I am thinking that Google won't see the new javascript title, so it will not be indexed and have no impact on SEO. Am I right ?

Why "title missing or empty" when title tag exists?
Greetings! On Dec 1, 2011 in a SEOMoz campaign, two crawl metrics shot up from zero (Nov 17, Nov 24). "Title missing or empty" was 9,676. "Duplicate page content" was 9,678. Whoa! Content at site has not changed. I checked a sample of web pages and each seems to have a proper TITLE tag. Page content differs as well -- albeit we list electronic part numbers of hard-to-find parts, which look similar. I found a similar post http://www.seomoz.org/q/why-crawl-error-title-missing-or-empty-when-there-is-already-title-and-meta-desciption-in-place . In answer, Sha ran Screaming Frog crawler. I ran Frog crawler on a few hundred pages. Titles were found and hash codes were unique. Hmmm. New (google) local SERPs has 40 character limit on title length
Should i change my all the page titles for pages that show up in local SERPs to reflect this new limit? Is there any benefit to leaving it at the old limit and having more keywords in there? Or would there be benefit to conforming to google's new standard and having shorter titles?

Why crawl error "title missing or empty" when there is already "title and meta desciption" in place?
I've been getting 73 "title missing or empty" warnings from SEOMOZ crawl diagnostic. This is weird as I've installed yoast wordpress seo plugin and all posts do have title and meta description. But why the results here.. can anyone explain what's happening? Thanks!! Here are some of the links that are listed with "title missing, empty". Multiple title and description change is considered spam?
I'm changing title and description several times throught 1-2 months... will Google penalize me? I'm worried that testing several title and description ideas would affect the site rankings on google. Anyone had a problem with that... or can i continue testing as many titles and descriptions as i want?
