Is it cloaking/hiding text if textual content is no longer accessible for mobile visitors on responsive webpages?

My company is implementing a responsive design for our website to better serve our mobile customers. However, when I reviewed the wireframes of the work our development company is doing, it became clear to me that, for many of our pages, large parts of the textual content on the page, and most of our sidebar links, would no longer be accessible to a visitor using a mobile device.
The content will still be indexable, but hidden from users using media queries. There would be no access point for a user to view much of the content on the page that's making it rank.
This is not my understanding of best practices around responsive design.
My interpretation of Google's guidelines on responsive design is that all of the content is served to both users and search engines, but displayed in a more accessible way to a user depending on their mobile device. For example, Wikipedia pages have introductory content, but hide most of the detailed info in tabs. All of the information is still there and accessible to a user...but you don't have to scroll through as much to get to what you want.
To me, what our development company is proposing fits the definition of cloaking and/or hiding text and links - we'd be making available different content to search engines than users, and it seems to me that there's considerable risk to their interpretation of responsive design.
I'm wondering what other people in the Moz community think about this - and whether anyone out there has any experience to share about inaccessable content on responsive webpages, and the SEO impact of this.

I agree with Frederico everything he said is completely right on the money. If you are removing photographs and things that would not work well on a small screen then that is of course all right. You're removing content is in words even video then that is not okay.

I think you are completely correct. Making a responsive design does not mean "hiding the content that doesn't fit" rather "displaying it differently" so any user under any device is able to see the entire content without having to zoom in/out.
The example you posted about Wikipedia is the exact live example.
You could, however, remove areas of the page that have no actual value to a user browsing from a mobile device, that is acceptable, as even if you showed it they wouldn't be even able to see it (ex: flash content). This can be seen on sites that have floating social media buttons, than when on a mobile site, they usually accommodate those buttons elsewhere or completely hide them

The 3 locations old domains were redirected to their sites within our main brand domain. How long could Google take to crawl/index the new pages and rank the keywords used within those pages? And possibly increase our domain authority hopefully? We didn't want our brand spread out over multiple websites/domains on the internet. This also allowed for more content to be written on pages, per each of our locations service's, as well.

Multiple H1 Tags for different section on one webpage in HTML5 Website? Should I have only one?
https://www.tcs.com website has multiple H1 tag on around 40 out of 1000 pages. Webpage has different section and each section is important that's why used multiple H1 tag (one h1 for each section) **I understand, google will not penalize for multiple H1. But having multiple H1, for site like tcs, is it good or should use only one H1 tag? **Pls check https://www.tcs.com to see heading tag(6 heading tag used).

Is this spammy/panda problem?
We have a property site and have many area pages with listings of properties. For example, one page may have up to 30 properties listed, with 100 words of description on that listing page for that property and then you click 'more info' to get to the page of that property with maybe 200 words in total. I want to add bullet points for each property on the area page but Im worried that it may be seen by google as spammy even though its usefull to the client. For example, if I had 30 properties on a page, and 28 of them said next to each picture.. Property Type: Shared, Open Plan, Single Bed Would that be a problem for google?

Does loading content from an ajax url count as a bounce rate
Hi, Our current website http://www.luxresorts.com has sections that pull content through AJAX which is accessible through a URL. For example, on our homepage, we have a section called "LUX* Magazine THE TASTEMAKER", if you click on "Read More" it would open on the same page while pulling content from this URL: http://www.luxresorts.com/en/posts/lux-magazine. There are two concerns here: a. the above url does not contain any google analytics code, does pulling content from a url through ajax cause a bounce rate? b. since the url is indepenedent, the is no meta tags including title, description or even robot attributes. Should we treat this page as all other pages? Thank you for your help. Tej Luchmun

Above the Fold Content - Use of large images
Hi All, Our designers have come to the SEO team to ask if have a large image across the top of the page taking up a large majority of the above the fold real estate will impact our SEO. Our initial thoughts are no as long as we have an optimised H1 visibal to the user landing there which informs them what the page is about. Any thoughts would be appreciated.

Blog vs. News/Editorial Layout?
We're in the coupon blogging space & saw that one of the larger coupon sites move away from the more traditional blog layout: http://thekrazycouponlady.com they now have more of an editorial type layout. Here is another site which is more similar to our layout: http://hip2save.com. So here are my questions: Which layout type do you feel better serves their visitors & why? How does the affect the SEO of the site? How does it affect the advertising revenues? Which layout do you prefer? Is there strategy in this move for the coupon blog, or is this just a preference on how they now display their content? We're making some updates to our design soon & I wanted to get some feedback on the overall direction we take.

Im having duplicate content issues in wordpress
all of my pages are working fine. but i added my sitemap to my footer in my website and when i click on my blog from my footer it takes me to the homepage. so now im having duplicate content for two diff urls. ive tried adding a rel=canonical and a 301 redirect to the blog page but it doesnt resolve the problem. also, when i go to my footer and click blog. after it brings me to the homepage ill try to click on my pages from the original bar at the top of my screen and it will bring me to the right pages. but it will have the same blog url in the search bar even when im on other pages. other than that all of my pages in my footer and in my homepage toolbar work fine. its just that one particular problem with the blog page in the footer and how it stays with the same blog url on every page after i click the blog in the footer. can someone please help. im using yoast and idk if i should disable it or what.
