Default Local SEO question: Does Google really do improptu check ins?

I have a client who has multiple locations within his state, many of which are satellite offices.
Although they don't have anyone working at these satellite offices full time, they have office space available to them their, someone who can take calls/mail and do use the space frequently in person.
We've been in the process of cleaning up duplicate and incorrect listings in directories to get on the map in the SERPs in these markets, but the local SEO outfit we've hired has come back with a problem I found surprising.
In order to clean up the duplicate & incorrect Google+ profiles that we've got out there for these offices, we evidently need to work with an actual Google moderator. This moderator has said that the satellite offices in question are actually not real business locations and are in violation of G+ guidlines.
The local SEO I'm using says that it's not uncommon for Google to actually send someone out to do an in person improptu visit when they are suspicious that a listing might not belong in their listings, and I find this really surprising.
Do any of you have any experience with whether this is the case?
FWIW, this is a real business that could have someone working remotely in these offices remotely if that's what it took to make Google happy, but they'd rather not and certainly don't need to in order to offer their services in these markets.

Excellent question! Let's take a look at the Google Local Business Information Quality Guidelines together to understand why Google has let you know that some of these locations for your client are not acceptable (see: https://support.google.com/business/answer/3038177?hl=en). The applicable part states:
Do not create a page or place your pin marker at a location where the business does not physically exist. P.O. Boxes are not considered accurate physical locations. Your business location should be staffed during its stated hours.
What Google means by this is that they find staffed locations acceptable, and what you are describing is office space that the business uses from time to time - so a very different scenario than the one which Google allows.
I have heard rare anecdotal evidence of physical visits from Google, and it looks like Linda Buquet has, too. More common would be something like Andrew Shotland's story of his infamous call from Google that resulted in his listing being yanked (see: http://www.localseoguide.com/hey-seos-if-google-maps-calls-dont-answer/). So, that sort of thing definitely does happen and this is the sort of story it can help to share with clients to illustrate for them Google's activities when it comes to attempting to enforce compliance with their guidelines.
Best suggestion here would be to get rid of the Google+ Local listings for the non-compliant listings and create a better strategy for seeking organic (rather than local) visibility for non-physical-location cities. You might like to read:

Actually locations like you mention are not allowed. I'm a Google Top Contributor and we deal with this often at the Google Business forum.
I know attorneys for example that have gotten 10 listings suspended. The entire account, including the main location they actually work out of.
And yes Googlers and mappers sometimes do stop by to check a location in person. (Not very often but it happens.) They also call and have ways of trying to find out if the location is valid according to their guidelines.

It is possible that he called Google to fix the issues and they said that they were not real locations. They do have customer service reps for local businesses, but if it's an actual office that you can recieve mail and phone calls at their really shouldn't be anyway for them to know you don't actually have an office there.
I have a decent amount of experience in local SEO and I've read tons of local SEO articles and I've never even heard of Google sending out people to check on local businesses and I highly doubt that they do. My best guess would be that the SEO thinks it's not best practice to use the satellite offices because they're not a regularly staffed offices, so they're making up something to convince you to scrap the idea of using them.

Local Optimization for Multiple Businesses Issues/Strategy
Hello Everyone, So we have a client with a geo-focused ‘sports’ site but they also have a second site they are using to promote the seasonal camps they run. Local demographics and traffic would be a priority and main source of traffic. We know it would be ideal to have all of it consolidated but in this case a separate site was needed. The camp site would be under a different Name but they do not really have a different physical location from the primary site. Assuming we can’t find a discernable different location we could use; from a local optimization perspective we have two questions: Does that mean that we shouldn’t venture into local listings that need an address and trying to rank for map results and instead shift focus to other local strategies (i.e. geo-relevant content, link acquisition….etc.)? – We don’t want to dilute or devalue the primary site at all but if possible would like to be able to come up for both. Should we avoid listing the address on the camp site as text for similar reasons? We know the same business could be listed for multiple locations but any suggestions on the opposite approach or input would be very appreciated. Are there any services like Moz Local for Canada?
Was wondering if there would be a way to simplify getting NAP data out there and consistent for a business in Canada like we have here in the US with Moz Local? If not, are there specific sites besides Yellow Pages Group and the government site (ic.gc.ca) to submit their information? I'm sure Yelp, Facebook, Google, Bing, Yahoo, and all the usuals...but where else?

New Global Company website launch question
Hi Community, a quick question and just some reassurance for me - We have been building a new website for a large company in the UK. Their previous website was badly made and they had franchisee websites all leading off from the main .com website all under separate sub domains on Wordpress multi site. cityname1.companyname.com

cityname3.companyname.com and so on... My question is this - A few of their franchisee microsites on sub domains are currently ranking very well for their chosen search terms. The new companybrand.com website has a dedicated page for each franchisee city/areas and i'm concerned that there may be a loss in rankings if the subdomain of their old 'microsites' gets pointed to their new page (which has better quality content). ie; city-location.companyname.com to be pointed to www.companyname.com/city-location Can anyone see any potential hazards in this? Help with Google+ business name rules
I'm marketing a franchise gym business that has multiple locations within the same city. For the business name, I used to have it set as "Business Name" + City + Tagline. For example: "Ultimate Workout South Calgary Gym and Bootcamps". and "Ultimate Workout North Calgary Gym and Bootcamps". To comply with the google business naming rules I've updated all the listing to just business name. The problem is, now the local search results for my gym locations are confusing. Half the address is cut off in the results, the city is not displayed at all. And sometimes results from a neighbouring city are shown. Anyone have an idea on how to implement a strategy where people at a quick glance understand which location is best for them?

How to add a branch location to Google+ Page
I have a verified local Google+ Page all set up for my local business and linked to my website.. it shows up nicely in local results for my city. Being ambitious I am expanding my presence into another city and would like my website to start showing up in local search for that area as well. What is the protocol for best results ? Start a new Google+ page or somehow add the branch onto the existing page (although there does not seem to be anywhere for this as the page is a local business and seems to lock it in with only a single address)..

SEO without a budget and Cheating Competitors

Using Open Site Explorer I have discovered that his competition all have multiple business websites pointed back to their main websites.. So each law office has several really generic websites in addition to their main site. Other's appear to be receiving links from some type of link farm and really generic directory sites.
The domains of these guy's are older and more established. Where as, my client has a new practice and a new domain. How do I compete in the local market without a budget for the premium legal directories? So after 4 months my client appears in the local pack search results for only select keywords. Criminal defense attorney woodstock ga. His competition appears in the results for all variations, where my client only shows for this one term. How do I get me client in the local pack for all variations of Criminal Defense in my area? According to Moz, my site has a couple spam score issues and the explanations are not clear enough for me to make some types of changes.
**How do I make these changes to reduce the spam score? My site has more back links than Moz is reporting why?** All of the other sites that I manage perform well and my clients are realizing their ROI with relative ease. A customer made a duplicate google plus page, now what?
A customer of mine went to a business conference about a year ago and one of the speakers told them of the importance of having an optimized google plus page. Instead of talking to me about it, they went ahead and created a brand new page and began posting content and reviews to it. I've contacted google and they've told me they deleted the first page, but it still always shows up in the local search results even though the new page has much more content on it.
