Local franchise seo strategy. what could be the best practice?

what Could be the best practice of seo and website optimization for a franchise company.
Business model: Lets say, a company(company.com) situated in a country having stores in different cities (more than 2 stores in some), provides n number of services depending on store's location. Physical addresses for some stores are available and new stores shall be launched in future.
But, the seo and website pages are needed for those locations at the moment as well.
If I choose a sub folder, to give each store a URL. This is how it should look like
Country level pages
company.com, company.com/service1/ _ _ _ company.com/serviceN/
City level pages
company.com/city1/, company.com/city1/location1/ , company.com/city1/location2/, company.com/city2/ , company.com/city3/
Q1) In case I make each service page specific to a store location for eg. company.com/city1/service1/, it will create duplicate content issue because content of company.com/city1/service1/ and company.com/service1/ shall be 60% same, except for **meta title,description and contact detail in footer. **
So, the question arises that shall i give canonical to country level main services page i.e company.com/city1/service1/ canonical to company.com/service1/ as it is very hard to make unique content for same services page.
Q2) Or Do I need to rework on my complete website design and seo strategy?

Good questions! My choice would be to have a unique landing page on the website for each physical store. Content on this page would start with the complete contact information for the location, preferably encoded in Schema, and followed by a description of the services provided by that store and any other info that visitors would find helpful. Additionally, if some of the services are complex, you could link from these pages to a set of service (not geographic) pages offering fuller service descriptions. This method will greatly simplify your URL structure as well, so that your urls for the location pages would be:
etc.
And your service pages would look like:
etc.
There are instances in which a company will build a unique page for every possible combo of service+city, but I would only advise taking that route if you have considerable resources to devote to making the pages absolutely unique and of a very high quality. If you'd be forced to go with thin or duplicate pages taking this route, I wouldn't advise this course of action.

International SEO - How to rank similar keys for differents countries

I work in an digital marketing agency in Argentina and since we have a lot of traffic from other Spanish-speaking countries like Mexico and Spain, we want to rank specific keywords for these countries.
We were thinking of putting new versions of the homepage in subfolders, for example /es/ for Spain, /mx/ to Mexico, etc. In these new subfolders we would place a very similar version of the homepage with a few minor modifications to work specific keywords in each country. For example, in Spain it is more searched "marketing online", and "marketing digital" is more used in Mexico and Argentina.
I have understood that to implement this we would be to place a label hrflang on the homepage directing visitors and crawlers to the correct version of each country. Is it ok?
Another concern is, whether they are very similar pages, Google does not take it as duplicate content ..

Improving SEO with no blog
I have a client who understands the value of content for SEO - however getting them to provide some content has proven an impossible task. I've tried every way to make it easy for them. I've offered to come over to their office myself and see if I can just take 15 minutes of their time and record their answers to a few questions. The response is that's a great idea, we'll set up a time...and no time is ever good. So I've thought, what can I do without them? Unfortunately, their industry is so technical and so niche I'd need to have a law degree to even begin to understand exactly what they do, and as they are in law it's probably better to have no content than content with something even slightly incorrect in it. For now, all I can do is summarize and share news from a government website to their social media accounts. It's not highly effective. Their on-page SEO for the main site is completely optimized. I've placed them in every free listing I can possibly find - both industry and local sites. I have them update me on any local events, conferences and/or trade shows they attend for possible backlinks. What else can I do? I suppose I fear that if I can't provide them any additional results, they will stop seeing the value in SEO services, and I'd have a hard time disagreeing as I can't think of what else to do for them. Thanks for any help!

Will subdomains with duplicate content hurt my SEO? (solutions to ranking in different areas)
My client has offices in various areas of the US, and we are working to have each location/area rank well in their specific geographical location. For example, the client has offices in Chicago, Atlanta, Dallas & St Louis. Would it be best to: Set up the site structure to have an individual page devoted to each location/area so there's unique content relevant to that particular office? This keeps everything under the same, universal domain & would allow us to tailor the content & all SEO components towards Chicago (or other location). ( example.com/chicago-office/ ; example.com/atlanta-office/ ; example.com/dallas-office/ ; etc. ) Set up subdomains for each location/area...using the basically the same content (due to same service, just different location)? But not sure if search engines consider this duplicate content from the same user...thus penalizing us. Furthermore, even if the subdomains are considered different users...what do search engines think of the duplicate content? ( chicago.example.com ; atlanta.example.com ; dallas.example.com ; etc. ) 3) Set up subdomains for each location/area...and draft unique content on each subdomain so search engines don't penalize the subdomains' pages for duplicate content? Does separating the site into subdomains dilute the overall site's quality score? Can anyone provide any thoughts on this subject? Are there any other solutions anyone would suggest?

Had SEO Firm tell me to Start Over - pros and cons help please
Hi So I have quotes of 1250 to 2500 a month to run my website, seo wise. What I am told is they will do all facebook postings, 4 blog posts each month, some citations, and site optimization. Those amounts due seem like a lot. Yet I was last to start all over. Basically I was told that because of some bad backlinks, which only a few remain, that you can never recover from an algorithm penalty. And with a Disavow, its like telling Google - penalize me please So the plan was this: $3000 for a new site, and new domain, and then it has no penalties, and I will be ranking in no time. The problem is I am branded. My domain and business name is Bernese Of The Rockies. People know us and we are very respected. So if we create a new site like example.com, I do not want to mislead people. Or if there is a penalty for say a landing page or site, where I am sending people to my main site for more info type of thing. Just looking for your input if this is a common issue, where if you have a non manual, but algo penalty that you must restart? Thank you so much for your thoughts and suggestions.
