Yeah, if this is representative of the other links, you should definitely look into those and either remove/disavow them.

Correct, they are not indexed and they are by far spam just looking at them. Here is an example of one

Some folks may disagree, but I'd say they're only spammy if they're spammy.
Not being indexed doesn't necessarily mean they're spam.
I assume you mean they're not indexed in Google, correct? Not that they're not indexed in Open Site Explorer?

It really depends on the link.
The best way to define a bad link is to use your own intuition and common sense:
- Does this link help my website?
- Is this link relevant to my website?
- Would I trust this site (that's linking to me) if I landed on it?
- Is the website or content in which I am being linked from topically relevant to my website?
- If you check metrics - does anything about the metrics (domain authority, page authority,Majestic, SEMRush traffic/ranking data, etc) make me feel uneasy?
I would go through a backlink audit - what needs to be removed / disavowed? Start there and assess. Truthfully, if the site is not indexed, it's not that big of a deal. I would just make sure that's it's relevant and a good link, because it could send traffic.

Backlinks through dofollow commenting
I'm interested in building backlinks to my photography business site by leaving good, engaging comments on other photographers' DoFollow blogs. Is this a good idea? Is it worth the effort? Through a little research, I've managed to locate more than 40 dofollow photographer blogs that have a domain authority of 35+. The idea is to take an hour or so a week to leave 10-20 comments on their blog posts. Would you consider this a good strategy? I rank on the first and second page of most of my keywords that I'm working on, but I want to rank 1st or 2nd on them. I used the keyword finder tool on google adwords to find the keywords that are the most searched for in my area. Surprisingly the competition is not large, so I'm fairly comfident I can get there. I've already optimized my site substantially and I'm looking into link building. Thoughts?

Ways to remove spammy backlinks
Hello everyone, I got hit with an algorithm penalty and need to start removing old backlinks ASAP. Does anyone have any good resources on how best to ask webmasters for removal? Are there any other ways to remove bad back links besides the disavow tool? (An SEO consultant I talked to said that they had a proprietary software that can remove them - is that possible?) My sites are indexed, but when i search for different keywords on google, i find them on page 5-7 . I need to see them on page 1-2 . But my site's authority is : 1 .

Should we BackLink to Guest Post ?
Hi, I have been actively doing guest blogging for last few weeks . But the page authority , moz Rank and moz Trust of my guest posts appear 0 as those posts have their own pages on blogs with snippets of posts on home page. I wanted to ask if i should backlink to my guest posts to increase the authority, mR and mT of pages. Those posts are already appearing as backlinks in webmaster tools but if i backlink to my posts to increase mR and mT, then will it also increase the juice passed by backlinks in those posts to landing pages on my site ? Index.php OR .php - Which is better for urls
I was wondering. When I build links should I build them using "index.php" OR ".php" at the end? Does one have any more value than the other from an SEO standpoint Example: www.mywebsite.com\hotdogs\index.php or www.mywebsite.com\hotdogs.php
