Inbound links with malicious anchor text. Negative seo attack

Hi,
What to do with more than 300 links with a malicious anchor text that has nothing to do with my content.
I am disavowing those links for the last 5 years. Some of them are directed to URLs that have been changed more than 8 years ago.
How can I block this malicious behavior?

Tiered back links
Playing catch up with latest SEO techniques and wanted to ask the community what opinion is with generated tiered back links. For example, in one month having - 50 tier one links, 250 tier two links and 1000 tier three links generated within articles forums, social networks, guestbooks etc. In my view this is blackhat, my question is - is this still acceptable? or will it be damaging my domain? Does type of hosting affect SEO rankings?
Hello, I was wondering if hosting on shared, versus VPS, versus dedicated ... matter at all in terms of the rankings of Web sites ... given that all other factors would be exactly equal. I know this is a big question with many variables, but mainly I am wondering if, for example, it is more the risk of resource usage which may take a site down if too much traffic and therefore make it un-crawlable if it happens at the moment that a bot is trying to index the site (factoring out the UX of a downed site). How to deal with link echoes of former hacked websites?
Hi all, I'd know which is the best way to deal with link echoes of former hacked websites that Webmaster tool reports. to clarify: when you download the backlink report from Webmaster tool you'll have a list of backlinks discovered, but if you follow one of those links you will see that on that page there is no link to your website. the source code is also clean, no hidden links or other dodgy technique. Since that the topic is usually miles away from my industry I have to assume at some point that site has been hacked by a spammer who placed that backlink. In this case what should I do? Ignore it, disavow the domain or what? Moreover, which is the best procedure when you have to face a site which points a lot of backlinks from only its sub-domains? For example: this dodgy spammy website : http://px949z32.com/ is apparently a desert, but when you do site:http://px949z32.com/ you'll discover 55,200 results! Would be it be enough to just disavow the root domain http://px949z32.com/?

As I don't want to wait too long before taking any action, my plan is to disavow all those domains without any mercy, although I can't find a current backlink in one of their pages. Exploring this url: filterscanada.ca In Open Site Explorer, it is clear those guys bought one of those package available on site like eLance.com a low price over seas!!! Where freelancer around the word can be hired for a fews bucks. For example, I post a job on eLance for SEO and most of the freelancer submitting where from INDIA. For just a few hundreds dollars, you can get a complet SEO package. At first, the price was attractive, but when posting on seoMoz and doing research, I came to the conclusion, the techniques they use might hurt more the produce positive result... How can you get a D.A. of 45 using backlinks they get? I read all those things about Google algorithm, and Panda and Penguin and this and that... Being impossible to crack! Do you have a explanation? I work really hard ans spends lots of $$$ to have a clean site selling furnace filters

What if White Hat SEO does not get results?
If company A is paying 5k a month and some of that budget is buying links or content that might be in the gray area but is ranking higher than company B that's following the "rules" and paying the same but not showing up at all, what's company B suppose to do?
