Do links from International SEO counterpart site carry weight?

Hi everyone!
One of our clients has a competitor who has an international reach with their website. Their hreflang goes from Brazil, German, US, China, etc.
We found that the Chinese site (.cn) sends over 900,000+ backlinks to the main US site (.com).
The hreflang for the site has the .com US version of the site as the canonical.
So my question is - does our competitor get any link equity from the 900,000 links they are getting from their Chinese (.cn) version of the site? My initial thought is that because they are marked up with hreflang and canonical tags, those 900,000+ links wouldn't' have any equity?
Would love some thoughts/guidance on what others think.

How to get rid of bad backlinks
So I noticed my rankings going down and spam score going up. So under my spam score there are over 100 links for different websites but ALL redirect to semalt.com I researched it and it says they hijacked a bunched of backlinks but don't know much more. How can I get rid of all those backlinks? I was told I could use the disavow tool but apparently that can hurt my ranking as well. The semalt.com site has no backlink to me - it looks like the pages that have/had my backlinks, they've redirected to them. Unable to view link from Apprentices gov.uk site
Hi, I've noticed that when some companies are advertising for apprentices on the https://apprenticeshipvacancymatchingservice.lsc.gov.uk website they gain a followed link from the site. When I then use opensiteexplorer the link doesn't show. Does anyone know the reason for Moz not picking this up? Am I not giving it long enough to show? Your help would be very much appreciated.

Attaining quality links from sites of a different language.
Working on a campaign for a Bed & Breakfast within non-english market. The possibilities of establishing quality links is very limited. However, as it is most of the time, there are plenty of english sites we can target. What is the latest news on achieving link presence on a site that does not match your own site's language? Given this campaign relates to travel; there shouldn't be an issue in achieving links on foreign sites, is there? Does the PR flow through just the same?

I found a link to my customer's site with an over-optimized
I found a link to my customer's site with an over-optimized anchor text using the OpenSite Explorer tool, but when I opened the link, my customer's link is nowhere to be found. Here is the link Opensiteexplorer gave me: http://www.derbymadness.com/my-profile/demolition-derby-groups/viewgroup/12-web And here is my customer's link: 1896omalleyhouse.com The link is not on the cached version of the page either. Can anyone tell me how this might happen? Thanks!

Links not showing up in Site Explorer?
Why aren't some backlinks showing up in Site Explorer? I have links to my home page (www.mortgagesbymark.com) from Trulia at http://www.trulia.com/blog/mortgagesbymark/ but they're not showing up in Site Explorer. Thanks for your help!

Does it affect SEO of how quickly you get in-bound links?
We have undertaken a very aggressive in-bound linking campaign. I have a whole team of people working to get in-bound links to our site. But I dont want to cause any red flags to the search engines on how quickly we get all of these in-bound links. Will they notice or flag our site if they see a quick rise of in-bound links? Thanks.
