Link building | SEO Agency Cardiff

Hello, we have been link-building to the home page for some time now.
We believe that we have better on-page SEO than some of our direct competitors.
We want to rank for “SEO Agency Cardiff,” but despite building backlinks, building Nap, and writing content marketing, it will not get onto the first page of Google.
Despite hundreds of hours spent on it, and all SEO reports saying we are better than some of the companies on there, are there suggestions as to what our agency could be missing? We would be grateful for any SEO advice, as we cant get it onto the first page of Google, despite hundreds of hours, trying get on Google for this keyword "SEO agency Cardiff".

Baffled with Propress
To be frank I have spent 2 years trying to get Propress.com.au on the first page of Google and it just won't happen. I've written articles to get links, checked your platform for page issues and corrected where needed, improved speed of the site and posted articles on the site. But still it sits at about #50. Footer backlink for/to Web Design Agency
I read some old (10+ years) information on whether footer backlinks from the websites that design agencies build are seen as spammy and potentially cause a negative effect. We have over 150 websites that we have built over the last few years, all with sitewide footer backlinks back to our homepage (designed and managed by COMPANY NAME). Semrush flags some of the links as potential spammy links. What are the current thoughts on this type of footer backlink? Are we better to have 1 dofollow backlink and the rest of the website nofollow from each domain?

National services provider and localized SEO (no physical stores)
Doing work for a telecom provider who operates in over 25 states. They are not trying to drive traffic to their brick-and-mortar stores. They want their marketing website to show products/services/pricing dynamically when a user enters their zip code. Previously, we could not show this until the shopper was already in the purchase flow that began with their serviceable address. They want to move these location-based details more forward in the shopping experience. They would likely have a "default" zip and set of services/pricing displaying until a user changes their location. My question is how does Google treat local SEO on a site where all location-targeted content is dynamic? Will the website suffer in localized search, when a shopper, say, in Colorado, wants to search for Internet providers? Is it better to have distinct landing pages for each territory with services/pricing?

How to best handle search landing pages - that don't exist
I have quite a bit of blog information that can be searched, which results in "pages" that don't actually live anywhere. These are scanned by Moz and appear as poor page quality for speed, etc. How do I get the service to either ignore all of these or is there a way to treat them as a real page with content? As there are quite a few generated over time, I'd like to be able to capture them somehow. Thanks.

Google still allows massive link building in my country.
This is really messed up! I've been investigating this issue for almost a year now. I had discussion about this in SEOMoz before and people told me that my site was not optimized for SEO. However, I've finally come to conclusion that massive back link building is still the best way to rank in Google Turkey. Many high PR content websites do not seem to get their unique content ranked here because some shitty website can be ranked on the top by using back links with targeted anchors for the keyword they want. I've spent a lot of money for content but no it does not get listed unless I provide back links for each article. This does not happen in the US anymore. Google catches you for massive back link building and penalize you. SEOMoz authors suggest using social media more but it seems to have no effect whatsoever in Google Turkey. I really want to open a ticket for this in Google but don't know how to do it. Think about searching "urology" keyword in the US, would you see an informative website about urology or a site that contains a small article and wants to sell a bullshit product to you? If anyone knows how I can contact Google regarding to this, please let me know. Thanks.
