I do not have high level knowledge. One of my friend run a digital marketing company. So, I have been learning.
From my experience, You have 2 options:
First of all, you will hire a freelancer and rank for easy keywords but some may ghost you at the middle of the project and some may work really well. It's a great idea if you have enough time.
Secondly, You will hire a Marketing company and you will still need to verify them by being in a meeting.
Also, You can continuously learn SEO. it does not have any ending and you will always learn something new.
Try to hire and pay properly. Otherwise, there is a chance of getting scammed.

AI content is not a problem.
The biggest problem here is if you are providing robotic unhelpful answer to the user who might be struggling with certain fatal issues.
You will need to re-touch the content profoundly and give it a personalized vibe so that user get satisfied.
Google still rank unhelpful content but I am pretty confident if you have great content with solid SEO using a tool like MOZ. You have better chance than the ranked websites.
Disavow your bad links.
