If I update the existing content i.e.I added some content to the already existing indexed content in a post,how will it effect SEO wise?

If I changed the meta description and title of the post from the existing one how long will it may take to get indexed in Google.

How can I fasten the process of indexing the changed meta description and title.

If I have x number of posts with sidebar having popular posts.

Will each post acts as a link to popular posts? or will be penalized for site wide links?
