What to do when majority of results have shady links?

So I am doing my back link research for the hosting industry and I am running across two different types of link schemes that make it hard to compete with straight white hat techniques.
I am determined to keep our efforts white hat to retain long term value, but at the same time I am constantly tempted to slowly add links in the more grey ways.
So here are some of the common practices I see a lot of (e.g. 8 of the top 10 sites for top terms use these).
Link Buying/Article Links - You know this one well, their link profile has a 10:1 ratio of keyword links compared to brand name links, and the majority of those keyword links are on nonsensical blogs, or on related "tech" sites but obviously labeled as paid links. - I don't like this much, and have even reported some of these.
"Hosted by" - So the majority of hosting companies out there have pre-built collections of templates for wordpress, joomla, and other CMS systems, and they have taken the extra step of putting "Server Hosting by XXXXXX" in the footer of those templates. This leads to thousands of small sites being hosted with the keyword backlinks. While I understand this, at the same time I would hope they wouldn't get credit for links all coming back from IPs that they own. While they aren't creating these sites they know the majority of users won't change the template (or know how to).
Lastly there are some "Link to us and get discounts" programs going on with customers as well.
So, seeing the linking setup this way, would you try to report each instance you see to Google? If so do you think they would really change anything considering how rampant it is among the results?

I went through a phase of getting really frustrated about seeing competitors succeeding with dodgy link tactics. Then I decided to focus on differentiating our sites from competitors with great content, great usability and outreach into relevant communities. This wasn't just some random mission - I analysed site performance before and after SEO began (we were late adopters of SEO) and realised that we are now converting and generating revenue much more effectively even though we don't yet dominate the SERPs quite to our heart's desire! With 13 retail sites to look after I simply don't have time to start a crusade against competitors employing dubious tactics.
Black hat SEO can help a site to achieve high rankings, but it can't make visitors buy. If you are selling any product you still have to make shopping a comfortable experience, present your products well and most of all gain the trust of your visitors so they will take the plunge and complete an order.
By all means report as you go along if you come across something Google might take seriously, but stay focused on developing and promoting your own site.

Competitor Inbound Links Increase from 175K to 1 million in 1 month, how?
Hi all, I was recently doing some competitive analysis on external links/DA and came across something peculiar. A competitor of ours had their external links go from 175,179 in August to 1,141,365 in September. I've attached a screenshot showing the increase. The competitors domain authority also increased from 82 to 89 in the same time span. Has anyone else come across such a large link increase in such a short period of time, while also being rewarded for it? Obviously at first glance it seemed extremely black hat and unnatural, but I would love to be proven wrong. Thanks! Cw5tN

Linking Authentic Sites Together - Semi-PBN?
Recently I've had a lot of ideas of sites to build that all would have some sort of relevance to each other, all that would be relevant to my current business. For example, say you have sites for: bars/clubs, music festivals, cinemas, etc, one site for each. While these aren't all directly related to each other, they all kind of fall within a category of entertainment and having fun. Now, I'm not thinking about this as if I were to build a Private Blog Network, but instead each site would actually be valuable to visitors, be content rich, have regular updates and thriving social media etc, as if each were its own individual business. What would be your opinion on actually linking these together at some point down the line? I must stress that these would not be like typical PBN sites where the themes are the same, content is spun or badly written, no human touches or actual value, anything spammy etc, these would actually be authentic quality sites that you would reasonably expect to have a thriving community. Personally, after changing my ways from blackhat to weary-of-linkbuilding whitehat when Penguin 1 was released, I'm aware of what a bad linkbuilding strategy can do and would rather steer clear, however when I compare the plan of these authentic sites I have in my head to the obvious, low quality PBNs that I find competitors use to rank well all the time, I'm coming around to the idea that they may not pose a threat with the way I intend to implement them. Can I get some thoughts?

Link Juice Inquiry
Hello, So I have a website (example.com). I have an ajax pop-up (example.com/#example) that I am receiving a bunch of links to. Since this pop-up (example.com/#example) is on my homepage, are these links giving juice to the homepage, or this pop-up, or both?

Has google done well with these search results?
I am struggling to grasp the new logic behind google, my understanding was that they wanted to return more related searches so that the search matched the results giving people exactly what they are looking for from trusted suppliers. However I work in the vacation rental niche and I have found that the individual long tail searches have started to become less valuable as they are no longer giving the exact property. Here is a screenshot of the top 10 results for the key phrase "10 bedroom villas in quinta do lago" Position 1 & 2 are good results and would be expected however the next 7 positions are completely not related to the search, yes it is quinta do lago. But I am looking specifically for a 10 bedroom villa, none of these pages offer 10 bedroom villas. I actually found my listing outside the top 20 and mine is a 10 bedroom villa in quinta do lago. Does anyone have anything that can enlighten me on this? Thanks Andy 0bqdRJi

Why Google still display search result so bad?

Are these links bad for my results?
In the past we have requested links on multiple directories. Since we have seen a mayor drop (60% in traffic) in results around the pinquin update 24-26th of April. Our results have been slowly getting lower and lower in Google. Is it possible to tell if these links are in fact doing my site harm? Before the 26th of April it was easy to see that the results where benefiting from the submission to those directories. We did not have any messages in webmaster tools and reconsideration says "no manual spam action taken". What would be the best strategy to turn this around and go up again? Guest Post Blogging And Exchanging Links
Hi, I hope you are all well. Would there be any problem with exchanging a guest blog, so two websites doing a guest post for each other and both sites linking back to each other. I don't think this would be an issue on a small scale though I just wanted to see what everyone else thought. Are there any other things I should bear in mind when doing this as well? Kind Regards

Reviewing a competitors links
Using Open Site Explorer I was reviewing a sites links. This site happens to appear at position 2 in Google for a key-term that I am targeting for one of my sites. Most, if not all of the links appear to be coming from some very questionable sources that have absolutely nothing to do with their sites content or business. Some of the page titles are : Free Music - Free Music Tampa Bay Florida Fishing Guide Free BDSM and Bondage Sex, BDSM XXX, Fetish Por... LAX Car Rental Reciprical Links Page - Add Your Link Casino More Links Is this practice going to end up hurting their site and catch up to them at some point? From what I have read, these are not the type of links that you want to be going after.
