How is this Dr. Getting a Ranking on a National Site in a Local Listing?

Please follow the link for a visual. Any help would be appreciated. The query I used was "phoenix plastic surgeons". I have never seen a large national site like PlasticSurgery.org Rank in local for a specific Dr. Thoughts?

OK, this is not really different than many of the directory sites doing this. I work with a lot of professional practices and it is a bit of a pet peeve that google allows such, but that is not what you asked.
If you look at this the actual "site" is a subdirectory of plasticsurgery.org. Go to plastic surgery.org and look for the menu item where you can "find a surgeon." When you follow that, you are redirected to a sub domain 1.plasticsurgery.org. You can then enter various zips or states, etc. His zip when entered allows a sort option and when you find his name you will notice a badge with enhanced listing. He is paying the ASPS additional to be "enhanced" - no pun intended but I did lol when I first wrote this. So, they are likely setting up a program in which they potentially do the local listing etc. and allow the site as a subdirectory.
What is really bad about this is his places page is not even filled out 25%, there are no reviews, etc. I could not find a different site using variations on the title or searching on him as a surgeon in Phoenix using name only. I would think that means Phoenix is a great market to go after Plastic Surgeons if you are an agency!
Yes, it is not really reasonable, but maybe in Panda 99.90.

Looks like the site submitted an address to Google Places. Perhaps that, combined with its own authority, has gotten it ranked?

Does Google recognise locality
We have been undertaking some website work recently and have identified that within our own geographical location of Hull, the www.styletech.co.uk website is first on page one. However, when moving approximately 30 miles away we are on Googles fourth page. We are in an independent network area e.g. Kingston Communications rather than BT, would this have an impact on how Google responds?

Will creating sub folders for foreign versions of the website, remove rank juice from the main site?
Hi, We plan to create sub-folders for our german, spanish and italian language versions. If we do will this pass rank juice to the new sites, but at the same time badly effect our main site, regards link juice/serp? Or is this not such a huge factor in people's experience? Many thanks. James.

Massive Google Drop on two sites!
Hi All, We have experienced a massive Google drop on Two of our eCommerce websites in the past week. From Feb - July we were ranked 2 for various key words In Aug we dropped to 8 In September to 96 if not lower. We pay for monthly link building and add unique product info each week (but not much new content such as articles or blogs). My SEO guys has not been that helpful and just sent me a link to the Panda update blog, which doesn't mean a great deal to me. Obviously this has had a massive effect on business, and ideally i need to diagnose the problem and find a new startegy on moving forward, so most likely looking for a for a new SEO guy/company as well. I need someone is proactive, communicates well and make constant suggestions about moving forward not just link building. One thing I would like to add is these two site have a different homepage, category and range structure, but do share some if the 2000 product database. Can anyone help? Any advice on sorting this would be gratefully appreciated. Thanks M

Changing Site Structure Drastically
Howdy Guys, We are in the process of changing our sites structure dramatically, at the moment this is how an internal page / URL reads: Www.mydomainname.co.uk/ww.sys/pagename We will he changing our site over to wordpress very shortly and will have the correct permalinks in place. We are scared it's going to hurt our rankings as we are in the top 6 for a highly competitive keyword at the moment - the bouns is our domain name is 11yrs old and we have a PR of 4. We have setup all the 301s in web.configuration file just wondering if any of you have made a dramatic change like this and been dropped off the rankings.....
