Canonical efficiency

Hi,
I'm creating recommendations for one of my client's site. It's a news site highly based on a regional aspect.
One of the main features would be that you can navigate on a high level, we call it inter-regional (with all the regions news) and on the regional level (with only news related to the region) which act as a filter which means that most of my content will be duplicate.
To allow the user to navigate the site on the two levels means that all the news pages will be duplicated, one with the inter-regional URL and one with the regional URL.
Example:
http://www.sitename.com/category/2011/11/07/name-of-the-article
http://www.sitename.com/region-name/category/2011/11/07/name-of-the-article
The regional URL is the official one, since it has all the keywords I want, and I'm planning to have a canonical on both version with the regional URL.
Is there a risk that this would affect my ranking? Any alternatives?
I read that I could prevent SE to crawl inter-regional articles using my robot.txt but I'm not fond of that.

This comes down to technical details of site infrastructure. I strongly prefer the site's main navigation to be consistent throughout the site. If a user is at the inter-regional area and chooses a regional article the same navigation would be present. You could have a second sub-navigation bar which changes based on your location within a site. This is just my thinking and it is a bit challenging to envision your process without seeing it in action.
The short answer is you are free to duplicate your site and use canonical tags. In most cases I would view such duplication as a waste and the better approach would be finding a way to present a single page which provides the content. The duplicate page approach sounds like a bandaid for a poorly designed site.

I should specify a bit more the purpose of the site. It will aggregate stories created on regional newspapers. The inter-regional part will be managed by an editor who will choose the stories that will show up. Same thing on the regional level.
The problem comes from the dual navigation. We want to allow people to navigation on a higher lever instead of forcing them to be on the regional level as soon as they click a link.
Example:
You are on Western US page because you are interested in what happen in this region. You find an interesting article written by a local newspaper in California.
If we send him to the regional version of the article all the navigation will switch the a regional navigation. Meaning that all the categorie links (like politics) will send him to a list of California politics articles instead of sending him to the Western US politics section.
Am I clear in my explanations?
I'm thinking a cookie based navigation could work but again not sure about the SEO friendlyness of this technique.

If you implement the design you shared then the canonical tag is the preferred solution and is far superior to the robots.txt idea. A robots.txt block should only be used if there is no other alternative.
As far as other ideas, I am not clear on why you are using this type of dual design. For example purposes, I will use "Western US" as the large region, and California as the smaller region. If your URLs were /western-us/california then that url could be used in both instances. When a user navigated your /western-us category they could see all the /western-us news from California, Oregon, Washington, etc. and the URLs could be as described above /region/sub-region.

Shopify Canonicals for Tagged Filters
I've been researching this topic endlessly and thought I had arrived at a solution but Screaming Frog indicates my solution was not successful. Problem: I used tags to filter my collections pages. The result, I discovered, was the creation of dozens and dozens, maybe hundreds, of additional collection URLs for each possible permutation of tag filters. I would like to make the collection page URL, with no tag filters, the canonical. Proposed Solution: I found the following code described somewhere as the solution: {% if template contains 'collection' and current_tags %} {% else %} {% endif %} However, I crawled my site with Screaming Frog and found that the canonical link element is still listed as the URL with the tags included. The crawler does recognizes the "noindex" instruction. Any ideas on what the best move is here?

What is the best way to use canonical tag
Hi, i have been researching this since yesterday and have looked at this subject many times before but still cannot get my head around it. i done a report on my site which was very useful, i used http://www.juxseo.com for my site www.in2town.co.uk and it brought me some useful information but part of that info was it was telling me that i should have on my home page a canonical tag which would improve my seo. Now i am using sh404sef for my friendly urls and i am using joomla 3.0 and when i approached the makers of the sh404sef to ask about the tag they said i would need to be careful of using it as it could damage my site and my rankings. i have read lots of information but still do not have a clear understanding behind it. can anyone please explain the best way to use this and should i be using where i may have some sort of duplicate page, any help to understand this would be great.

Anybody having success with Cross-Domain canonical?
Has anyone been using rel="canonical" to attribute content that has been republished on Domain B... back to Domain A, which is the original source? The videos below say that this should be working... Canonical tag in the Michael Torbert SEO plugin
I am confused about a canonical tag that appears in the header section of a site that uses the WordPress All in One SEO plugin by Michael Torbert. That is a very popular one. It says, I thought that telling Google that a page is canonical means "Don't index this one, it is not the primary page." But in fact, this is the primary page because when you go to www.xquisitevents.com it redirects to xquisitevents.com. Is this done properly or not? Ditto for all the other pages, i.e. xquisitevents.com/about-us has a canonical tag in the wordpress plugin, etc. Which is the real primary page? And does the primary page correctly have the canonical tag in the plugin?

Canonical in head best practice
Hi Is putting a list of canonical no follow links in the head the best practice? From SEO Moz analysis urls of duplicate content was flagged but now I have lots of cononicals in the head of my doc and the code looks untidy see head here : http://carpetflooringsdirect.com/ Is there a cleaner way of doing this? and how do I retest to see if I have fixed? Canonical Tag - Magento - Help
Hello, I was hoping to get some help or tips on how to best control the canonical tag on a Magento based website. When you go into the Magento admin and enable the option to use the canonical tag on pages, all that does is input the canonical tag to the exact page just with the http:// in the url. My goal is to use the canonical tag on specific pages and point it to other pages, not just the same page with an http:// For example, right now for page: example.com/question/baseball the canonical tag is pointing to http://example.com/question/baseball What i want is to be able to do is take: example.com/question/baseball and have the canonical tag point to example.com/question/baseballbats Is this possible? Does what I'm saying make sense? Please let me know what you all think.... Thanks!

Using Canonical URLs option in Platinum SEO for Wordpress
SEOMOZ says that my site has 150 <a title="Click for Help!">Canonical URLs and lists that as a potential problem. It's a check box in the settings for Platinum SEO and here is the description it provides:</a> <a title="Click for Help!">Choose this option to set up canonical URLs for your Home page, Single Post, Category and Tag Pages.</a> I have the option engaged. So I was trying to figure out the best thing to do. I have already instructed it to automatically make 301 redirects for any permalink changes and have instructed it to "noindex" tag archives,rss comment feeds, and rss feeds. I've only been doing this for about a year and am really confused right now. After reading most of your posts about the subject I have a much better understanding, but still very confused.
