Links from Related Sites with Low PR or semi-related sites with High PR?

Is it better to get a link from a site with lower PR but related content or higher PR but semi-related or unrelated content?
For example, if I sell shoes, would a link from a PR1 or PR2 shoe or apparel site be better or a link from PR4 website that sells books be better?
I'm not talking about sites with completely unrelated content, but how relevant is PR in obtaining relevant links if I am trying to raise the PR and rankings of my own site?

Thanks for chiming in. This does clear up quite a bit for me. Ideally, I would like a balance of relevant links & general high authority links.
With that being said, can anyone suggest any high authority sites other than dmoz that I can add my site to that would help?

I'd like to be able to make a strong, white-hat argument against what Eppie is saying, but the data just doesn't back it up. Relevance doesn't have the impact we often think it should. His warning is important - lack of relevance can have an impact. If you're clearly getting a lot of irrelevant links, it's often a sign of deeper problems that could even lead to a penalty. On the other hand, getting a "highly relevant" link doesn't often have much SEO impact.
A couple of additional points, though:
(1) It's not just about SEO. Links drive traffic, ideally, and eventually conversion. Relevant links have more impact to human visitors, and they do matter, even if they won't impact ranking that much.
(2) There's a lot more to the value of a link than authority and relevance. Rand has an excellent article about that topic and how complex it gets:

Links from more authoritative sites are more important for improving rankings than links from related sites. There are tons of examples of sites that rank well that have almost no relevant links. One such example that illustrates this is pitchingmachines.net, which currently ranks #1 for the term pitching machine.
While this site has the benefit of being an exact match domain, its link profile is full of links from sites that are unrelated. 70% of their live links come from a paid blog network where the sites cover a wide range of topics (but all have PR), 5% are from article submissions (again, sites that aren't topically related), 4% are blog comments and another 3% are blogroll listings (from unrelated sites). That's 82% of their links coming from sites that aren't topically relevant.
Another 6.5% of their links are forum profiles, web directory submissions, sidebar links, and links lists. That means that at best, roughly 10% of their links are legitimate contextual links from related sites. In reality, it's less than that, as most of those links appear to be from another blog network -- I just haven't been able to identify which one yet.
Is there risk in this approach? You bet. If Google decided to stop allowing the blog network they're getting links from to pass authority, the rankings would tank. Worse yet, if Google decided to penalize sites getting these types of links, they may never be able to recover their rankings. Other than the blog network links, though, I think the risk is minimal. Blog comments, directory submissions, blogroll links... those are all types of links legitimate sites might be expected to have.
So, don't stress out too much about obtaining relevant links. Tons of sites rank without them.

Linking back to a high authority site
I have an odd situation. One of our most powerful links comes from a not-for-profit whom we have an advertisement with. That ad gets us half of our business. Recently, they slipped for the term that got them the traffic that flowed to our site. I was thinking of linking back to that page to boost them up a bit. Their page is a deep page on a high authority domain with only a few links. I am an authority site for my niche. I'd like to boost them up without diminishing my rank for other related terms. I'm willing to consider linking to them from my homepage, blog or link page. To play it safe I could just link build to them from outside my domain. Can I just link to them and its not a big deal?

What do you when the wrong site links to you?
In doing research of our backlink profile, I've found a couple dozen of links from off-topic websites linking to us. You see, our domain is Voices.com and tends to scoop up links from unrelated sites that are clearly trying to link to another site such as evp-voices.com or areavoices.com or dozens of others. What would you do? Ask the webmaster to remove them because they are completely unrelated? Or would you keep them if you believed they aren't causing any harm?

High PR Web 2.0 sites
Hello, I was wondering if you could provide some advice on which are the best Top 20 high pr web 2.0 properties for content besides wordpress? Whilst i do intend to use them to further improve my SEO campaign I also intend to use readable content, that is to say, content that i have written and i feel is worthy of being read by interested parties. What are the top 20 to look at that would benefit an SEO campaign if used correctly (without abusing or being spammy). I can see lots of crappy ones out there but they all look spammy to me and im not really liking that.

LInk Building Ideas for Large Site
Hi, I have a very large sized website of about 5 Million Pages. Earlier i used to rank very well with many naturally occurred links, But now, i lost my rankings with numerous Google updates. My content is user generated content and it wont be pure original as my users will post the same on other forums too. I all of my pages rank on #1 page for their keywords. Can anyone suggest me good link building strategy for larger websites as each url will have different keyword, i want all of my urls to be ranked well. Waiting for your replies.

Does Open Site Explorer show juice passing links
I'm a little confused between all the link types. Internal / External - easy Linking Root Domain - easy Followed / No followed - easy But then there's talk about "juice passing links" and I can't quite get how this is defined, and why it's something you can get from the API, but not from Open Site Explorer... or can you get that info from OSE?

5th failed Google reconsideration attempt, can you help? (are scraper/related news sites the issue?)
(sorry for the long question - I thought it would be useful to give the background!) I am really struggling a Google's reconsideration request for my site, and although we thought we had removed almost all the 'bad' backlinks I am still getting no-where... We are really wanting to focus on building our brand, and establishing our site as an authority but this penalty is really holding us back. The latest response from Google: There are still many inorganic links pointing to your site. At this point, we believe we’ve evaluated these links appropriately, and no further action from us is required. In order for your site to have a successful reconsideration request, we will need to see a substantial, good-faith effort to remove the links, and this effort should result in a significant decrease in the number of bad links that we see. We do not recommend that you submit another reconsideration request until you have been able to make a good amount of progress. Once you’ve been able to get the links removed, please reply to this email with the details of your clean-up effort. My Website: http://bit.ly/KXg8y1 History: This is a new domain - approx 6 months old Old domain received a Google links warning We decided to start a new website, launch a new brand and start from the beginning We 301 re-directed the old domain so we didnt lose customers We then got a Google links warning for the new site We assumed this was related to links from the old site and so removed the 301 redirect on the 20th August Our old sites links still show in Google webmaster tools Reconsideration History 1st re-consideration request: Explained the 301 redirect had been removed, assured we would now be focussing on high quality content/brand building and after 2 weeks received a standard message to say that still had inorganic links 2nd Request: Went through the new sites links (using open site explorer, AHREFs, SEO Majestic and GWM) and removed those we identified as low quality (mostly directories built by an SEO company we had started working with). We complied a spreadsheet with all the links in it (including 301 redirect links) and explained which had been removed, webmaster contact details etc. We also uploaded our template email and screenshots showing contact with webmasters. 3rd, 4th and 5th Request: We went through the new site links and were able to remove a few more links which were thin or could be seen as inorganic, and the end result is that apart from 6 links we have removed all those we have identified as inorganic. Links The old site had some pretty poor links We have done no paid linking, no blog networks, no spammy web 2.0 sites on this site. We've added good quality content to our blog, focussed on social media, published an infographic, and are committed to long-term brand building The links mostly come from guest blog posting. An SEO company (who told us they were 100% content based) built some directory links - but 99% of these have been removed There are some links from Scraper/related news sites (ones that have related blog posts or scrape images etc) Press releases which were picked up and re-published (some of these include anchor text) My Question/s: Do you think Google is still seeing the links from the previous 301 redirect in Google webmasters and including these still? Are these scraper/related post sites causing the issue? (organic links - but some dubious sites) Are sites re-publishing our press releases causing the issue? Text Link vs image link?
