Link Building - Quality,Quantity, or both?

Hello SEOMozzers,
As I embark on yet another client's link campaign I ask myself where best to spend resources(time and money) on link building. Typically I provide a mix of blogroll links, article syndication contextual links, social media posting and high PR one way links. I would like to know if anyone here finds one form of link to carry weight over the rest. I have my suspicion and my own theory on it but I would like to know what the moz concensus is.

I have seen several highly competitive verticals where a lot of exact match anchor text links are really effective even if they are from lower quality sites. I don't think this will work forever but I think it works too well in many cases in the present. I like to think that quality links are the way to go, but I've seen a lot of cases where a high number of low quality links are winning.

Well it is hard to get good quality links, but out of the easier links to get. Matt Cutts stated that out of article posting, blog comments and directories, he said tha directoreis mixed with a few quallity links still hold value, the others do not.
What to look for in a directory? either quality, relevancy or local.

#Page Jump link sharing
Hi I'm managing an in-house link building campaign in order to help in our key search term 'Location Holidays'. We were historically number 1 for this term until a recent re-design in May where our web design agency butchered our SEO. All of the main issued fixed, we're now fluctuating between 3rd & 4th on a daily basis. I'm putting together a social share comp to promote through the press in order to boost our backlink profile. We're nesting the competition within the body of the page we want to improve the rankings for. I will be including a #page jump link to quickly access it as it will be further down the page. My question is that if we get press to link to http://holidaycompany.com/destination/#comp will http://holidaycompany.com/destination/ receive the link juice or will http://holidaycompany.com/destination/#comp be looked upon as a whole new page? What is link Schemes?
Hello Friends, Today I am reading about link schemes on http://support.google.com/webmasters/bin/answer.py?hl=en&answer=66356 there are a several ways how to avoid Google penalties and also talk about the low quality links. But I can't understand about "Low-quality directory or bookmark site links" Is there he talked about low page rank, Alexa or something else?

Should I wory about spam domains linking to me?
A while ago my site had a pharmacy hack done to it and created a ton of spam links. I've since fixed the issues on my site but I'm still showing links from their sites. See screen shot: http://awesomescreenshot.com/0497cc147 I think they are links from the spam site to me and not my site "yakanger" linking to them correct? Do I need to worry about these? Can I get rid of them?

Does Yelp pass link juice?
This is probably a profoundly obvious question, but I can't seem to find an explicit answer on the internet, so I'll ask it here: Yelp's links out to local business websites are not nofollow'd, but they go through a javascript-based redirect. My understanding is that javascript redirected links do not pass link juice, so a link from a yelp profile will not directly impact my page authority; however, it looks like yelp does use nofollow judiciously for internal links, so I don't understand why they would allow follow for these "useless" outbound links. Do yelp's javascript-redirected links pass link juice?

Too many on page links
Hello I have about 800 warnings with this. Example of one url with this problem is: http://www.theprinterdepo.com/clearance?dir=asc&order=price I was checking and I think all links are important. But I suppose that if I put a nofollow on the links on the left which are only for navigation purposes I can get rid of these warnings. Any other idea?

Do links transfer after a 301? Please advise.
We own 2 websites. Website "A" has 100 external followed links pointing to it. I put a 301 on that domain and pointed it to Website "B". Shouldn't Website "B" now get credit for the followed links originally pointing to Website "A"? I'm hoping my external followed link count for Website "B" increases. Please advise...
