Suggestions on plans to optimize my site? (NOOB)

I am currently trying to plan how to optimize my site based on keywords. I read and I understand site architecture and usability http://www.seomoz.org/blog/site-architecture-for-seo , but I am still somewhat confused about how to target each keyword per page or when

Let me give you an example. We build databases for SME's using 3 different technologies. One of them is MS Access.
Based on PPC campaigns and keyword research some of the possible keywords might be
ms access programmer
ms access consultants
access database experts
According to the link provided, should these be separate pages? I feel if they were, our site nativigation would be cluttered and clients would not be benefiting from them at all. It might even lead to some redundant data which I believe is bad right? My feeling is to make one page and target one keyword, but I'm not sure.

Please, look at the footer? Is that actually how I should structure my links? I hope the answer is NO! Then again, if I do just have one page targeting one keyword, what do I do about the others? Do I just try to use blog posts/articles addressing those keywords? Do I not target them at all?
Thanks for any advice, please keep in mind I am just getting started. My approach is to create a plan to outline everything before I put a lot of time into it.

Thanks for the response. I understand the concept of 'silo-ing' which does make the navigation better, but I feel that doesn't take away the spammy effect. Perhaps I don't fully understand it, but I believe in my case it would be like this
Database solutions->Access->ms access programmer->ms access programmer in San Francisco
Database solutions->Access->ms access programmer->ms access programmer in Los Angeles
Database solutions->Access->ms access consultant
then pages on the same level would then link to one another correct ie consultant and programmer or San Fran and Los Angeles?
I understand about the cannobilization of keywords ie target one or two keywords per page per site so they don't compete with one another. That makes sense.
The thing I don't understand about these methods is that: wouldn't they all have the same sort of content (almost duplicate)? What use is it to the user to navigate all these pages? Or the point is for them to land in them (landing page) and hopefully get a conversion? Is the method solely as workaround to target different keywords while minimizing the spammy effect? Can you provide an example of how you use 'silo-ing'? Is your content extremely similar? or do you tailor each page for the keyword?

edit : as for the data at the bottom of the page I believe they did that due to their top level menu being ajax - even though google can crawl and understand ajax it might have been from years ago when it was a bit hit and miss and they wanted to be sure.

I am in the same boat right now and am willing to pay to get the question answered but cant find any takers. If I find out the answer I will email you and please let me know if you find out anything. I think we have the exact same problem and I also will probably have cannobilization issues too.

I would say your idea to target the keywords in blogs that are subsequently developed is a reasonable approach. The example of the footer links seems a bit spammy, yet at the same time it does seem to provide useful navigation and may represent the overall architecture of the site. Are you going to target a local approach as well? (i.e. ms access consultants in California, etc.). Maybe someone on here can explain cannobilization of keywords better than I can, but we've had good results "silo-ing" each page and are ranking high on those keywords. I think you could do the same. Optimizing a large mess
An agency referred me to a client who wants a proposal for SEO. The website has been recently completed, but it a complete train wreck. I just ran a Moz crawl and I'm looking at 303 issues to fix out of a site with 377 pages. I just downloaded an xml sitemap, hoping to prioritize what needs to be done, however I'm not getting a clear sense of the hierarchy. In your opinion, what is the best way to attack a project of this size? I am clear on the client's business goals, so I can work on the most crucial pages first, but I can't leave the rest of the site a mess. Should I start by gathering for links that have no user value and plan to block them with meta tags? I'm used to optimizing much smaller sites, so any advice on how to approach this proposal would be much appreciated. Thank you!

Site appears to rank very low
Hi, A site we manage is ranking very low for it's main key phrases. The site is www.moremouse.com. For example for the phrase "orlando vacation rentals" it ranks around page 12 which seems very low considering the DA, PA, links, etc. compared to many sites ranking much much higher. Can anyone see anything obvious that is causing it to rank so low? Thanks Pete

How to use canonical with mobile site to main site
I am pretty sure that the mobile version of the main site needs to be the same canonical link from what I understand. I am trying to find good docuementation that supports this. Even better if its from Google or Matt Cutts. I have a main domain like http://www.mydomain.com the mobile version of this is http://www.mydomain.com/m/ Should my canonical be rel="canonical" href="http://www.mydomain.com"/> for both these pages?

Why is this site 1st in Google??

Do I need a robots meta tag on the homepage of my site?

How many keywords max can I optimize each page for?
I don't want to over optimize by doing 1 keyword per 1 page, but then if I do more, seomoz on-page tool report doesn't give an A grade for each keyword I optimize. I usually optimize for max 3 keywords that are very closely related, meaning they use the same words. Ex. dentist los angeles, los angeles dentist, dentist in los angeles Am I on the right track or what's your recommendation? Should I create different landing pages for each keyword?

Site Stucture Advice - Keyword Dillema
I am creating a new site and am looking for some advice on how to structure the site Using Google's keyword search tool it seems like I have a dilemma in that about 50% of the keyword pairs are contained in 10 keyword pairs that are similar The first two pairs have about 49% of the traffic and only differ between plural / singular, not quite sure how to handle that, or if google has a method to make these more or less synonomous The last 8 pairs are roughly similar in distribtuion As an example (not my case, just for visualization) Mountain Bike Classes Mountain Bike Instruction Mountain Bike Workshops Mountain Bike Training Etc ... which all more or less give the same results (yes some difference but they all deal with learning how to ride a mountain bike, again this is not my exact case, don't care a whit about mountain bikes 😉 I don't see giving each of those kinds of pairs their own page since the content would be pretty much the exact same, making it substantially different would also be problematic (if I am thinking about this correctly) I have a clean slate to work with from a site perspective so I am wondering how people here would, or better yet have handled similar situations
