Paid Directories and On-page Keyword SEO

I have a new website and I am getting ready to submit to a few paid directories to get my links started. I wanted to optimize my domain name/keywords for those directories and also for my on page SEO.
My domain contains my keywords. For example "www.horsebuggy.net
Questions:
#1 Should I target the horsebuggy.net in my on-page SEO or just target horse buggy?
#2 When I submit to a paid directory which should I choose for my company name. (I currently have a DBA for each term....for ex.. horse buggy and horsebuggy.net .

The only time this is an issue is if they type "horse buggy" into their address bar on browsers that default to putting ".com" on the end of any invalid URL. But since you're already stuck with that as it is, the next best thing is to whoop em on searches for "horse buggy".

The reason I had the question was because I don't want people typing in horsebuggy.com....my competitor.

If you anticipate more people searching for "horse buggy" than for "horsebuggy.net", then you should optimize for "horse buggy".

My experience from using services like Localeze to submit to directories is that you should consistently use your business name, so if your name is 'horse buggy,' use that instead of something like horesebuggy.net that might be your URL. You are building a new brand from scratch and will benefit from using your proper name consistently from the start and rank for your name.

Lack of keyword targetting
Consider a scenario where a website has a considerably higher no. of back links than its competitors along with a greater Domain Authority, Mozrank etc. The only thing missing is keyword targeting. In such a case, rather than trying to build new links with keyword rich anchor text, wouldn't it be better to first focusing on changing the anchor text of the links that are already pointing to the website? How much impact would this have on its rankings? If the gap in back links, and the "value" of the back links is far greater than its competitors wouldn't this in itself help to change things around drastically?

Which parameter does google value more: number of incoming links or on-page optimizations (meta data and keywords)?
I am just starting with the SEO and I have a client in the travel industry whose website is not ranked well on the search engines. After doing the seo audit we see that the website's on-page optimization (meta titles, meta description, meta keywords and h1, h2, etc tags) is bad. At the same time there are very few incoming links into the website. These are the key 2 issues we found. In order to proceed most effectively, what do you think would be more effective to focus on first? Doing the on-site optimization or focusing more on the link building? Hi, In the industry I am working in (education), we do have a lot of portals offering paid listings (for example profiles featuring a school, the courses you offer, sometimes with reviews etc). Almost all big competitors and big names normally do have these kind of listings. Besides from having to decide if these sites really bring the relevant conversions, I am wondering about their impact on SEO. An example for an offer:

You can choose the pages you want, or we can put you on all our [category] pages, or certain continents/countries you want to target. Now, I am wondering: Do I have to worry about my linking profile ? (All of sudden a bunch of links with the exact same anchortext and content embedding to our site?) PR in deeper pages
