Seomoz research tools question for inbound links

What is the best seomoz tool and or indicator within a tool for checking on a link (directory or article site) to evaluate whether or not you would actaully want a link from them? Any way to see if google penalizes them for there tactics or if that can hurt me by them linking to me or whatever?
I am at the beginning of a link building mission, but want to ensure that I do it methodically and correctly as possible based on the combines wisdom of this community.

Open Site Explorer is the tool you are looking for. Generally, you want to seek out links from websites/pages that are relevant to your niche and have a strong Domain/Page Authority, which is a reflection of the strength and diversity of their inbound link profile. The more authoritative the page or domain, the stronger the link.
As for determining if a website is low quality (beyond SEOmoz authority metrics), you can use Open Site Explorer dive into the target website's backlinks. You should also obviously view the website and see if it passes a quick human review - is the website well organized, filled with high quality content, and well designed? If a website's strongest links appear spammy or their on-site tactics appear to be anything less than clean, you might want to consider moving on to the next opportunity.
In general, though, don't fret too much about making sure that each and every link opportunity presented to you is 100% clean. It is highly, highly unlikely that your website will ever be negatively impacted by an external link; even the most manipulative link tactics are usually just ignored by Google. Focus on keeping your on-site tactics clean and making sure that any external links ON your website are to good neighborhoods. Moreover, focus on building links with websites that have strong followings or large communities around them - don't forget, referral traffic can be every bit as powerful as organic search traffic.

Advanced Link Report Different Link # than Total Links??
Hi, I've downloaded a csv report for links in "advanced reports" section. At the very top in blue OSE lists overall metrics, i.e. Domain Auth, Page Auth, Linking Root Domains, and then it lists "Total Links" at 1,769. When I download the advanced report in csv I have 505 total links in Excel. Why is there a difference between Total Links and what I have downloaded? What makes up the Total Links? The report I created included, "inbound links/linking pages, Types of Links: any; Links that come from: Any Page, Any IP; Links that link to: any page on subdomain; links with properties: any; Thanks!

2 SEO questions
Hello everyone 🙂 I have two questions for all you fine seo people this morning... 1 - Is there a website that I could go to to make sure that I do not have duplicate content floating around on the web that I am not aware of? Sometimes people take information from my site and post it as their own and I want to make sure that google does not ping me for it. 2 - Does anyone know how I can report a spam site to google? I have filled out the reports many times over the past year and posted it in the webmaster discussion forum and it is still up there 🙂 I sent one email to bing and the next day they contacted me with a thank you email and indicated that I was 100% correct and they removed the site from their index. Thank you all!!!!

Newly acquired links not showing up on link analysis
I have recently gained a few links which I know are definitly up, because I have seen them, however, when I navigate to link analysis on SEOmoz pro, the number of links isnt showing as more than before. How long does it take to update?
