What are the best SEO agencies for link building?

I am not looking for a full service SEO agency. I just want link building. Not paid links, not link networks, not blog comments, not bookmarks...real, legit, decent links.
Does anyone have any experience working with an SEO agency that helped them develop their link profile positively and at a reasonable price? I'm willing to pay for the service, I just want to work with someone who won't buy links or send a bunch of spam our way.
If anyone has worked with such an agency, please let me know so I can contact them for more info. Thanks!

Daniel, thanks for asking this question. I don't personally know any decent ones so I will be building a link building department soon. I really hope someone puts a decent company here.
One of the things I have done (which has worked) was article spinning. I wrote a bunch original content and had a Philippine company spin it for me. I don't really recommend it if someone is just starting out. I can PM yu the information.

Quickest way to build links?
I'm in furniture e-commerce. I'm not new to e-commerce but I am new to SEO as I used to just hire everything out. What is the quickest way to build or should I say earn links? So far I've just been contacting bloggers and I've built about 4 links through guest posts in the past month. The problem is I can't tell if this is good or bad. I also contacted a niche directory and they liked my content so they are going to include my website in their directory for free next week. Should I continue doing what I'm doing? Do I need to be more aggressive? Suggestions? Thanks guys.

How to choose a third party agency to help with linking building / SEO strategy?
Hi all, we've not been link building for some time now as we are a small team and been concentrating on other things, such as getting our new look site built and implementing Magento etc. We've historically used external companies to help with link building & SEO... some experience has been good, some bad. Does any one have any suggestions on how a small company can try to choose a decent external company that can help with SEO strategies? There are a lot of options, a LOT of rubbish and a lot of very expensive large agencies that are well out side of our budget (or for a "small" fee simply produce a standardised report on "how to improve your SEO" that can basically be read on the net). We've tried local, smaller companies in order to limit our options .... but that didn't go well either. Any suggestions welcomed. Next is where / how to weight our expenditure and / or our SEO time. Should it be 50% gaining external links (be it by what ever means such as social, checking out where competitiors have links and chasing those possibilities etc) and then 50% internal page SEO, blog content creation, internal linking etc? What are the pros and cons of using a link builder? Can link building be outsourced?
Hi, I have great content on my website which I would like to build external links to from other websites. I am told this will increase my domain authority and ultimately help search engine ranking positions. I have very limited time in my hands and now thinking of outsourcing the link building component to a specialist. Is this a good way of doing it? Could you recommend professional link builders?

Directories and Link Building
I was reading a post by Eric Enge, http://www.seomoz.org/blog/role-of-directories-in-link-building and nobody talked about in the comments, so I want to see what you think: Considering that get some bad links from punished directories is bad for your site, it's worth to use site submissions softwares, like SubmitEaze, that promisses a 1,000 submits?

What is best way to evaluate external links to my site?
What is the best way to evaluate external links coming in to my site? I have been working on trying to build links by commenting on blogs/forums and adding to directories, etc. I've run link reports through Open Site Explorer and Yahoo and they never seem to show the same links coming in. For example, i run link eport on Open Site Explorer and it will show links coming into my site that Yahoo doesn't show, and vice versa. I guess I'm trying to figure best way to monitor each week new links coming into my site to determine if my efforts are fruitful. Also, is there a certain period of time that should pass from time I put my link on another site (ie, a blog) until it will show up in OPen Site Explorer? Thanks! Oh, and I use the NoDoFollow Add-on for Firefox to only comment on those sites that do follow. Not sure if that's really effective or not.

Do you spend much time on the phone when link building?
When it comes to link building for a client how important is it to get on the phone when chasing links from other sites? Would you say this done all the time, half the time, not at all? Is this the SEO experts responsibility or the clients? Update: Really hoping to get an idea of how important this is to acheive good SEO results. Any chance the SEOMoz employees have any answers here?
