Sites Ranked Again - Post Penguin SEO Help

Got destroyed by Penguin because of questionable links.
I had most of the links removed and my sites have been restored for the most part - though lower than they previously ranking for keywords.
What is the best SEO strategy to move up in rank?
Link Building strategy?
Is there a penalty for domains that have keywords in them?

Can I ask what do you mean by "questionable" links...I can't imagine anyone doing white hat seo would have anything that would be questionable? Can you describe these links please in terms of the type of site that they were on and any significance in anchor text and also how long did it take you to remove them?

Again, content. You have to have stuff blogs want to link to.

Also - what do you suggest in terms of how I can get links thru blogs?

Will google penalize me if I have multiple sites hosted under one IP address?
I have a VPS account.
Also - in terms of anchor text links its good to make a variety right rather than focus on one keyword....

You're going to have to think very long term. Don't expect 1-2 weeks of work to do you any good at all.
Plan out a six-month content campaign, with topics, folks you want to contact about each new piece of content, etc.
At the same time, look to your onsite SEO. Make sure you're 100% within best practices.
This will take a sustained effort. The entire reason Google's doing things like Penguin is that they want sites to offer value to searchers. So make sure your site offers lots of value, in the form of content.

What is the best SEO strategy to move up in rank?
I think a sound link building campaign would be the way to go. Spend one week writing great content on your site and another week writing some great content for bloggers as a guest post. Make it useful for their audience.

Backlinks from missing sites
While combing though spammy backlinks, I'm finding a lot of supposedly "active" links that lead to 404 errors, pages that contain no html, domains for sale, and sites that all have a uniform design which I can't tell if they're web host default pages, or pages using a spammy third-party link aggregator (or both).

How much 'ranking power' would a link from a privacy policy page of a Big Brand have if the site content is totally unrelated?
Let's say that Site A is a large brand with high authority ( Moz shows it at 90 DA). Site A is about “Blue Shoes”. Site B is about “fishing”. If Site A links from their privacy policy page to Site B … would that inbound link carry enough weight in a way that could impact rankings for Site B given that the content is totally unrelated and it's a link from a privacy policy? Reposting Blog posts on 3rd party sites
We have a few informational blog posts that are valuable to some readers. We have posted them in our blog but were contemplating posting them on 3rd party blogging websites such as Blogger, Squidoo, etc.. Ideally we would continue to maintain these accounts with multiple blog posts, but would all be reposts of the original blog. These are not half english blog posts just hoping to gain a better Google rank. They will provide value to the readers who might not be finding their way to our website directly. Is posting these blog posts on the 3rd party websites, linking back to the original article and maybe some products that are related to the specific document going to negatively affect our rankings due to the duplication of the content?

Typically when using Open Site Explorer to analyze links, how long does it take for them to show up? I have some links that are on high page ranking sites, yet they still do not show up with the Open Site Explorer. Thank you

Best SEO Friendly URL
Hi. Currently I'm using the following url: mysite.com/this-is-the-news-title/news-1234 The news title followed by the directory and the news id. Same goes to mysite.com/my-name/user-123 I think its better for SEO since the relevant words (news title and name) are to the left of the link. But some people are saying that this is not good for SEO because crawlers can't "organize" the urls in directories. So they say its better to use: mysite.com/news/this-is-the-news-title/1234 mysite.com/user/my-name/123 Cause then the crawler know what is a news and what is a user. What do you guys think? Thanks.

Links from Related Sites with Low PR or semi-related sites with High PR?
Is it better to get a link from a site with lower PR but related content or higher PR but semi-related or unrelated content? For example, if I sell shoes, would a link from a PR1 or PR2 shoe or apparel site be better or a link from PR4 website that sells books be better? I'm not talking about sites with completely unrelated content, but how relevant is PR in obtaining relevant links if I am trying to raise the PR and rankings of my own site?
