Google Penguin for non-English queries?

Does anybody know if non-English queries were also 'hit' by the Google Penguin update?
All Penguin horror stories out there are from sites focusing on English queries, and in some (Dutch) industries I'm monitoring, some sites with spammy backlink profiles are still ranking.

I´ve spoken to people in many different countries about this and they all confirm that the Penguin update is spread everywhere.
Google said this:
_The change will go live for all languages at the same time. For context, the initial Panda change affected about 12% of queries to a significant degree; this algorithm affects about 3.1% of queries in English to a degree that a regular user might notice. The change affects roughly 3% of queries in languages such as German, Chinese, and Arabic, but the impact is higher in more heavily-spammed languages. Why Link Spamming Website Coming on First Page Google?
As we all already know about link spamming. As per Google Guidelines Link building, Exact Keywords Anchor Link Building is dead now but i am looking most of the website coming on first page in Google doing same exact keywords linking. I think directory, article, social bookmarking, press release and other link building activity is also dead now. Matt always saying content is more important but if we will not put any keywords link in content part then how website rank in first page in Google. Can anybody explain why is website coming on first page because when i am doing same activity for quality links with higher domain authority website then we are affected in Google update.

Unnatural inbound links message from Google Webmaster Tools!

Does this graph look like a Penguin 2.0 hit?
Hello,Does the attached graph look like a Penguin 2.0 hit? Keep in mind that on our eCommerce site most purchases are from return customers. I forgot to add here that we cut a bunch of paid links in May 2013 as well. We quit cutting paid links when our rankings dropped - we thought it was the paid links. We currently have 30% paid links. Google Reconsideration Requests no problem... So what do I do next?
Hi all, So I recently filed a Google reconsideration request - but it came back saying "No manual spam actions found" - ok, so that's that. But from what I've read, if we have been hit by Panda for duplicate or thin content, we wouldn't know - in other words, Google does not report it as it is an algorhythm penalty as opposed to a manual one. So what are my options - do I wait until the next Panda update? when can that be? Or do I start over on a fresh domain? Input and views appreciated. thanks,

Drop in non-branded organic search April 1
I saw an intense drop in non-branded organic search for major pages on my site on April 1st this year. The homepage wasn't affected and it's not an annual thing. I've attached a screen shot showing the drop. I'm new to the company and recently learned that they had hired a pretty black hat company last year and I'm worried that this is Panda...although the timing seems wrong. Has anyone experienced panda effects between the two updates? I'd love to get some feedback!! 1ry2a.png

Google rankings dropped like a stone
I've heard of this happening many times, but never to me. My client was Page 1 or 2 for 20 phrases, and they ALL dropped like a rock overnight. The site hasn't been banned by Google, as it's still indexed and the company name is returning results.There were no major changes done to tags or the code, and nothing black hat has been done. The only phrases that didn't drop contain the company name, and the results in Bing and Yahoo either stayed the same or moved up slightly since last week for all the terms. There's also no threat of spam, and it's very search engine friendly. The URL is http://www.universalaccounting.com. Help!
