Article Falls After Maintaining ranks for years. Page penalty?

Hello,
I have had an article consistently rank between 3-5 for the last two plu syears now. Recently it dropped down to 11-13. All I did was add my Google plus picture to it.
I have been hearing things along the lines of content rewrites. I am well aware of the fact that there are many duplicates of my article are out there. Is this the legitament problem though? Those articles have links to my sites.
I have even found other articles that link to my article that have been duplicated. So there's all sorts of duplicate syndication out there. Wondering if I should start asking people to take down my article.
Any info on recent Google activity on this subject?

As long as you wrote the article first, Google will know! It won't penalize you bcz people stole it.
A suggestion for the URL:blog/how-set-marketing-budget-your-smb/index.html
I would change this to: blog/marketing-budget-for-your-smb/index.html
I would keep the article title the same!

Also, try and get more social shares! I noticed your competitors articles got tweeted almost 100 times! These social signal will help you.

I am currently showing you in position #9 for that term. I took your content, did a word count and counted how many times 'marketing budget' was used. in the article you used it 8 times within a 969 word article. Your big competitor (INC) used the term 5 times inside a 1,162 word article. #1 position is INC.com followed by, Microsoft, About, Wiki.. These are all big players in the Google rankings and hard to compete with.
Due to the nature and competition of this keyword I am not going to suggest re writing.. I would setup a few more pages, with similar content about marketing budgets.. maybe not only for small businesses but for big ones, maybe tone down the use of the keyword, add some variations to it! Make about 2-3 new articles like this.
Track these new articles. They should have different titles, number & variations of keywords, URL's. Take note on which performs better than the others. After some time has passed.. take your better article and make those subtle changes to your article. Maybe change up some of the keywords, improve the URL and maybe put your keyword closer to the beginning of your page title.
(I do not want you to make these changes to your current article yet). I am not sure how it will affect it's ranking.
When you get your articles tracked and they start to improve on rankings, go ahead and link to your already ranking article from the new ones.
Hopefully over time you will be able to get back into the top 3!

its up to number 7. We updated it in April of this year to bring it current and added some new changes. This post BTW has been featured in a NYT best selling business book.

we used to rank 3-5 on this term, got many of our visitors from it. It still ranks number one for setting a marketing budget.

A rewrite wouldn't be a bad Idea, being that it is from two years ago. Are the websites that out rank you have fresh content? Google likes fresh and this could be a reason why you dropped. If you could screen shot the article and upload it to imgur.com or just provide me a URL I would like to look at the piece of content, maybe I can give you a reasonable cause as to why it dropped.. also a search term would be nice too!

Ranking 2 pages on the same domain in the same SERP
I thought it was generally said that Google will favour 1 page per domain for a particular SERP, but I have seen examples where that is not the case (i.e. Same domain is ranking 2 different pages on the 1st page of the SERPs...) Are there any "tricks" to taking up 2 first page SERP positions, or am I mistaken that this doesn't always happen?

Duplicate page content on numerical blog pages?
Hello everyone, I'm still relatively new at SEO and am still trying my best to learn. However, I have this persistent issue. My site is on WordPress and all of my blog pages e.g page one, page two etc are all coming up as duplicate content. Why has my home page replaced my sub-category page for set of keywords? Happened 2x in last 2 weeks for day or so only to fix itself. What is going on?
Today I noticed a really weird problem. Our LED Step Lights page (https://www.pegasuslighting.com/led-step-lights.html) has been replaced in the search results with our home page. See screenshot below. As I started to research what was going on, I noticed that this same thing must have happened on January 26 and 27 because in my Analytics I can see that our LED Step Lights sub-cat page had a sudden drop in traffic on those two days only to bounce back again on the 28th. See screenshot below. Our LED Step Lights page has had no changes in content, meta information, or anything in months. We have done no recent link building to this page in years. I don't understand what is going on. This is a popular page for us generating decent traffic. I really don't understand what is going on or even how to try and resolve this problem. I checked our Search Console. No messages. No manual web spam actions. Nothing to suggest that anything is going on except for the weird drops in traffic. Has anyone ever seen this happen before? Is it normal to initially rank low in the SERPs, then over time gain rank?
We just released a very targeted page for a specific item about 18 hours ago. For the main keyword as well as multiple variations, we currently are ranking around # 40 to # 50 depending on what the exact query is. Is it normal to initially rank lower in the SERPs and then as the page ages, gain? Thank you for your insights!

My question is in regards to ranking a blog under our domain www.xxx.co.uk/blog If we are targeting pc blog should the home page have some content in the side bar or somewhere that stays there contantly.

Anyone Seen a Drop in Rankings from Article Links from Years Ago?
A client of mine did article marketing years ago with Ezine, PRlog, ArticlesBase, etc. Now those links are still linking to their domain. Do you think they'll see an increase in rankings from removing those links?

Can a home page penalty cause a drop in rankings for all pages?
All my main keywords have dropped out of the SERPS. Could it be that the home page (the strongest) page has been devalued and therefore 'link juice' that used to spread throughout the site is no longer doing so. Would this cause all other pages to drop? I just can't understand how all my pages have lost rankings. The site is still indexed so there's no problem there.

My site rank is not consistent. Once it at first page , then for the next week it is not found in top 100 position. Again two/ three weeks later it ranked automatically without any work. Why this is happening?
