Recovery from Penguin removing internal urls permanently replace with new

Since I was hit with Penguin back in April, but with this last update Oct. 5th I did see a very slight recovery, I was thinking about dumping some of my old URL's which contain backlinks which I can't get removed that seem spammy. I was thinking of keeping the page intact but replace with an entirely new URL and NOT 301 redirect. So basically starting over with that URL that way the backlinks points to a dead url.
Any thoughts?

You are 100% correct. This is how you dump links! You must remove the page and let it 404.
Won't guarantee that you will recover if you did link building to your homepage though, which is why you should never point links to your homepage.

Risky but could do the trick. You should analyse each page separately and see if any actually have good links going to them - if not then its worth a try (as long as there arent lots and lots of pages, doing them one or two at a time might work nicely).
The advantage here is that if there are good links coming to the page, it will be MUCH easier to get a legitimate website to change the URL of the link than it would be to get the bad links removed.
If there are bad links going to specific pages it might also be worth trying to block the bots from accessing the specific pages. Obviously if your homepage has lots of bad links then this could be a bigger issue...

If those pages have mostly bad links pointing to them (i.e. you won't be losing any good links) I'd say go for it - it's worth a try and very well may help!

To be honest we all know that penguin is quite difficult to handle so maybe it can work but there are an equal chance that it is not going to work...
Well I like the idea of dumping some URLs that contain fishy links...and create entire new pages...but what if the penguin is on the domain level and not on the page level? I think in that way this tactic might not work...

Would you consider these domains spammy or at risk for penguin penalty?
I'm doing a bit of competitor backlink auditing and am curious how you view these domains? I also am doing this for others as a comparison and growing reference maybe of domains that they can crosscheck with their own backlink profile and make sure these aren't on there, in preparation for penguin algo release to core. Buying keyword urls for local traffic
Hi, I've been told that there is a real benefit in buying up local domain names and setting up mini adverts to your core website... is this actually true? Seems a strange practice. Example: If I had a car cleaning site called 'MozCarCleaning.co.uk' and the company was based in London. Then I'd buy related domains, 'LondonCarCleaning.co.uk' , 'CarValetLondon.co.uk' and make mini websites which then link to the main site. Alternatively, would it be worth just 301 redirecting directly to the core site? Thanks.

Link building during link removal
We were advised by out outsourced link removal vendor not to build any links while they are removing links pointing to our site. Confirming unnatural link removed
My SEO firm confirmed on 4/5 that they've removed links from a site www.fantake.com. However, as of today, it still shows on GWM there are 1100 links coming from that site. Questions: where can I find out bad links from root domain listed on GWM? There are some domains showing they have hundreds of links to our site. Between the lag time of GWM crawling, is there a tool that I can use and verify if a link is indded removed?
