Link Removals (DA Damage?)

Hi,
I am now working on a website with some rubbish links in their profile, which were created by the previous SEO Company. They are footer links from unrelated business websites. All authority from these links have been removed by Google during the latest updates and our SEOMOz DA went from 37 to 35 after the past Penguin update.
My question is: Should I get these links removed or rather will we see any advantage to getting the links removed?
Or should I just focus my efforts on getting a better link profile together using content?
What I don't want to happen is to remove these not great links and then see a decrease even further of the authority.

Thanks for the answer, that was pretty much my take on the matter. The sites in question are all sites build by the previous SEO company, so there seems to be a small link network. Their Auth and PR has dropped dramatically.

How did you determine this? And, this is one of those questions where it depends on the site, what it does, criticality of PR for given pages, etc. So, with a client site wherein business results are at stake, I would not make a change without first notifying the client and achieving agreement on course.
That said, I do not see how a bunch of footer links are going to have that big of an impact on a site due to the minimal effect of where they are coming from. You could use the disavow tool from Google and use it judiciously to see what the effect is. Assuming you had 100 of these type links coming in, break it down into the worst 20, next, next, next and then disavow the lowest 20 and wait for effect, etc.
There are all types of ways you can manipulate a plan like that. To me, improving the profile is wise no matter what else you do.

Removing Links From Spammy Directories
Hi all, I just wanted to check with you all about removing links from spammy directories. We have 100s of links from directories like this http://www.groundanchors.co.uk/ all the same layout and registered to the same person. I just wanted to know if our rankings will be affected in any way by removing these links - bearing in mind there are 100s of them. Many thanks.

Info on paid links and damage they can do?
I'm kind of new to SEO and have the following question. If you're say a wedding supplier and are looking to get listed on some of the many online weddings directories out there, for example: http://www.thebridalfile.co.uk Most of these sites charge for an ad with a link, would this come under the banner of paid links and therefore be damaging form an SEO point of view? Nearly all wedding directories generate a substantial part of their revenue from these types of ads. Obviously the ad itself will generate traffic but I'm wondering whether the search engines will see these as paid links which will be penalised? or is this different to simply paying someone to get your links on their network of sites which, as I understand it, is the issue that google have with paid links? Any help would be greatly appreciated!!

What do you think of getting links from... high quality sites, with many non spammy high trusted links to them....but their traffic has been majorly hit by panda. I suspect perhaps for having too many thin pages. Is persuing links on these sites a good idea or not? I'd welcome opinions.

Using an SEO Agency to build one-way links for you via link exchange
There are a number of SEO agencies which offer link building as part of their SEO offerings. I believe they build one-way links to the client site, by offering another link in exchange to the liking site. So, if the client site is "C", and link is being requested from site "A", the site "A" owner is offered a link from site "B" in return. Is this a good and/or recommended practice?
