Advisable to pay for a link from a highly reputed site in same domain?

Is it okay to pay for a link if the site is a very highly reputed (PR4) one in the same domain as your site?

One thing to keep in mind when doling out this kind of advice is that time isnt free. If the cost to do a one off payment on a link is far less than the hourly cost * the number of hours it takes to develop great content, make a new friend and of course the fail rate on that sort of outreach (which is super duper high if you've spent any time doing it) then saying it'll save money is kind of actually not true at all. Not advocating buying links perse but yeah time isnt free.

One of the real questions would be - Why are you paying for a link?
Why not approach them with great content and work on building a relationship with them so you earn the link from them? You could save yourself money and it could lead to future links.
A one off payment for links isn't a good link building strategy.

It all depends:
Does this site have a clean link profile?
Is the site providing good content?
Do they give any value?
Will the users of this site find your site helpful?
If yes then do it. If not don't.
Why?
Google wants to rank sites that earn their keep
Google wants to show value
Google wants you to find results efficiently

Deep Links From Same Domain
I know that it is best to diversify your inbound link profile, but I would like to know the best practices for a domain as a whole as opposed to the domains component pages. If I have a good link source (say for example Squidoo) that can provide links to a website's home page AND a few of its lower tier pages, are all these links of more or less equal value (for seo purposes) to each of the link targets, or does Google simply use a "one source domain, one counted link" approach? I emailed a directory asking to have my link removed and they responded that it costs $20. Does anyone have experience paying to remove links? I would never do this on a mass scale, but for individual links is it worthwhile or a waste of money?

I'm doing some SEO for small niche service sites...and aside from niche directories and some light article marketing and local search directories (yelp, etc) there really isn't a budget for content generation. I really only have a budget for profile/submission links. What are some sites where you can quite easily fill out a personal profile with an anchor text variable link that may not be THAT juicy but will stick (i.e. not a spam/fake profile type of link, but something like Linkedin). I'll start with giving away 1 www.istockphoto.com Any others that aren't obvious?

Is it Better to Link to an Article or Post it on my Site?
I have a client who has a few articles written about her and posted on different news-related sites. She has asked me to capture these articles (we have permission) and create a section on her site for them. My question is this... From an SEO standpoint, would it be better to link _to the _articles, post them on her site or both? Or, maybe there's an even better way I'm not thinking of. Your advice is greatly appreciated. Links for edu and gov sites
So it is general knowledge that links from .edu and .gov sites are valued higher by Google. So, I hired some guys on freelance sites to help me buildlinks and get some love from SERPS. But one thing I notice quite often is that some of these links are actually like *.edu.tw (with a international TLD after .edu) What is your thoughts on links like that, do they have ANY edu value?

Link to my site not showing up in Open Site Explorer
If a link to my site on another domain does not appear in the list of links gathered by the Open Site Explorer, does that mean that this backlink will not be crawled by search engine bots? Is there anything I should do to make sure that this link IS crawled and/or recognized by search engines coughGooglecough?
