Is creating great content not important for Local seo?

I'm helping a friend out with Local SEO/Google Places and his content is lacking - no blog, no articles, etc.
I've read the major "How To" guides for Local seo by Andrew Shotland and David Mihm and their ranking factors but I never see anything about content or linkbuilding (aside from directories).

Good quality content is always important no matter what you are targeting when it comes to SEO.
Remember -
great content + exposure = links
More links leads to an increase in search engine ranking, but remember when link building always go for quality over quantity (don't lose site of this and go for any spammy low quality link). Links essentially show search engines that people place value on that website or webpage as an information source for browsers, this applies to and is important for any type of business when it comes to search engine ranking. The more decent quality links you have the more weight your site has in the eyes of the search engines!
Max has put forward some good suggestions in relation to a blog and what value can be gained from it for your friend's site.
Remember decent content helps to add value to a website enriching the experience for visitors so I would get working on some if I were you.

It really depends on the type of business your friend is running.
I personally believe that it's never a bad idea to have a blog for almost any small local business. You can come up with some brilliant idea for blog's usage if you think outside the box.
The purpose of local business blog? Greater awareness. Ability to connect content with your (I say "your" but I mean your friend) business social media - hence, more social following and interaction. Deeper and longer connection - not just one-time service that they get from your business but connecting with them afterwards. Continuous offer of value without pressure - they will be more willing to use your services again if you don't "push" them - just offering value at no-obligation (we all like that).
Here're some examples of how blogs can be used for local businesses and their benefits:

Local restaurant.
Create a blog with free recipes. Something that might not be on your menu. Something very simple. "Meal in 10 minutes" or "Best Seattle Recipes" something simple like that. Can be local foods. Ask your chef.
You become an authority, people like your free (no-obligation) recipes and next time they think about where to go eat - your chances are much higher because of awareness (and with people that just found your blog online and this is their first visit). -
Local eye clinic
Create a blog about taking best care of your vision, tips for taking care of your contacts, tips to improve your vision with physical exercises,... Things you don't normally hear when you go to eye clinic for an eye exam.
This will build a lot of trust. They'll recommend you to their friends (who sit on the computer all day long and damage their vision, like I do haha) and they'll share it on social networks. Guess where they'll go for their next eye exam? -
Car repair shop A lot of people out there are DIY. Give them tips and guides for fixing things themselves (don't overdo it - they won't need you then), especially something that you don't specialize in. Or just have a blog with latest cool cars out there. Something of that sort. You put journals for them to read while they wait - why not have a blog with the same type of content OR even create a mobile version of your blog (it is easy with right resources) or mobile app because I lot of people prefer their smartphone to old-fashion magazine.
Just some examples. There's always something extra there that small business can "talk" about though blogging.

Where To Add New Content In Site URL?
I'm planning to add a new section to the website that will increase visitor traffic and social sharing by using regularly updated video content. I'm thinking of adding the videos to YouTube and Vimeo as their own channels and then host those videos on the site aswell using a cloud storage solution. Is this a good overall strategy? WordPress image file names SEO question
I’m using a plugin to upload images directly from Adobe Lightroom to WordPress and while the process is very convenient it adds “wpid-“ to the beginning of every image file name, so my “seo-friendly-image-title.jpg” becomes “wpid-seo-friendly-image-title.jpg”. The plugin author claims that it’s a WordPress thing and there isn’t anything he can do about it, yet it doesn’t happen when using the same plugin to upload to the NextGen Gallery Plugin instead of the built in WordPress media manager. I’m not really a fan of NextGen though so I’d rather use the built in WordPress media management. This is obviously an SEO forum not a WordPress troubleshooting forum, but I wanted to give a bit of background. My question is whether that “wpid-” at the beginning of all my image file names is going to cause any sort of SEO issue. If not, I won’t worry about it, but if it does I’ll have to either find another plugin or just go back to exporting from Lightroom to the desktop and then uploading through WordPress. Thanks in advance for any input.

What's the best way to host video for SEO purposes?
Hello SEOmoz folks, I'm curious as to whether it will be more beneficial for a website to host a video on the site itself or to host it on YouTube and then embed the code on your site. The options so far, as it seems, are: 1.) Host the video on YouTube or Vimeo or wherever else, then embed the YouTube code into your own website's HTML. 2.) Host the video on your own website by itself. 3.) Host the video on your own website AND YouTube AND Vimeo. I'm wondering which option is best. And if hosting your video on your own website is a good way to go, whether to go that route solely or in addition to hosting on YouTube, what is the best way to go about that? Do I have to embed a player AND the video info into the HTML of my website? What player is best for this? Flash, or something else? And once I get the video on my site one way or the other, how do I write the code to make sure the video thumbnail shows up next to my search results in Google to maximize the SEO potential for the video clip? Local seo, business in multiple cities?
Hello Everyone, What is the best strategy when it comes to optimizing a website that services more than one city. So, say I'm in computer fixing business and I have offices in New York, San Francisco, Seattle, Denver, Miami & Dallas. (took me a while to come up with some US cities) - how should I structure my website so that I look relevant for every city? Is it possible to display specific information for users coming from specific cities, say someone browsing from San Francisco will see my main page optimized for San Francisco (containing a real address, phone number all the necessary stuff). Maximising Local Search
Hi, I work for a weather company. I have recently begun to define a keyword strategy to target specific keyphrase segments with the objective to maximise webpage visibility and increase CTR. One growing keyphrase segment is "location weather" based searches (e.g. "London Weather", "Manchester Weather"). I am keen to understand how I can maximise our presence for location weather searches within the SERPs. This seems to be a common trends seeing as Google announced that over 20% of all searches contain a relevance to locality. I have been trying to understand if there is a way to maximise our location based weather pages, perhaps using the Google Local search tactic and if there are any recommendations you could suggest? ISSUE: In order to maximise your presence through local search you need a fixed address, something our site does not offer, however it does offer bespoke landing pages for a specific weather forecast based on locality (city, town etc) Essentially, are there any recommendations you can provide a website that offers specific location based pages (without a fixed address) to maximise our location weather based search rankings within the SERPs?
