Link building idea - Will it work?

The SEO agency I am working for are currently trying out a unique link building tactic that i was hoping for some feedback about.
Basically, we have launched a Free SEO package, and have posted it across various established social media profiles. So far we have had about 20 sign up.
We gain access to their site and provide them with 4 keywords that we will be working on, we do the necessary on page optimization to get them ranking. We will then perform some very basic link building tactics on their site.
In exchange for our services, we will get the following:
Firstly, we will place a link on their home page linking to our own site.
Secondly, we will personally write content related to their site, create a new page within their site that will contain this article. We will then have a link from this article leading to one of our own client's sites. (paying customers)
What do you guys think? The Free SEO client sites have minimum PR's of 2, and we are hoping to build a database of these free clients that will be responsible for boosting the ranking of our paying customers. Is there anything that could be improved with this technique?

So, in essence - i don't think this is a great idea, primarily because i think it carries enormous risks that will be difficult to manage if you take this approach at scale.
Firstly, what happens if your free clients don't rank following the on-page work and linkbuilding you do?
Assumedly, as they're a free client, there is no contract involved here - so if the work you do doesn't help, then they will likely refuse you access to their site to build links out on while presenting you with a large reputation risk if they decide to negatively "out" your practice. Moreover, the lack of contract again means that you will have no legitimate complaint if they decide, a few months after your work with them, that they want to remove the links and articles you have placed on their site.
Are you being upfront with the free clients about the sites you will link out to on their site? If it's not in their niche, or worse something highly spammy - i can imagine a lot of them getting upset about you using their site to advertise on.
Additionally, this seems like a very expensive and time consuming way to build links for your existing paying clients. if you have to do more SEO and linkbuilding work every time you need to get a new link from a site - you'll be putting in dozens of man hours for only a handful of links on PR2 blogs that you are at risk of losing at the whim of an unhappy webmaster. If however, the plan is to have basically free access to a site after you've done a little bit of SEO work - then you're basically just taking advantage of the free sites that sign up and again risk losing it all if a few of them become unhappy.
It seems to me that a better way to approach the concept would be to find these decent blogs/sites and then build a strong guest posting relationship with them, offering them quality content in exchange for links. This way, the content containing the links becomes the value you are exchanging, rather than the somewhat intangible SEO work and it's clear what both sides are getting out of the deal on an ongoing basis.
Alternatively, there's nothing wrong with brokering relationships between sites that you work with, allowing them to guest post for each other and strike up an ongoing relationship; I would just be wary of leaving yourself as the middleman, unprotected by any contract or basic trade agreement.

I've asked for people with more experience to comment, but I remember reading something similar in Q&A a few months back, though that company was using a more questionable way to execute things. Reasonable to Ask URL of Link from SEO Providing New Links before Link Activation?
My firm has hired an SEO to create links to our site. We asked the SEO to provide a list of domains that they are targeting for potential links. The SEO did not agree to this request on the grounds that the list is their unique intellectual property. Alternatively I asked the SEO to provide the URL that will be linking to our site before the link is activated. The SEO did not agree to this. However, they did say we could provide comments afterwards so they could tweak their efforts when the next 4-5 links are obtained next month. The SEO is adamant that the links will not be spam. For whatever it is worth the SEO was highly recommended. I am an end user; the owner and operator of a commercial real estate site, not an SEO or marketing professional. Is this protectiveness over process and data typical of link building providers? I want to be fair with the provider and hope I will be working with them a long time, however I want to ensure I receive high quality links. Should I be concerned? Thanks,

Google WMT/search console: Thousands of "Links to your site" even only one back-link from a website.

Too many on page links
Hi I know previously it was recommended to stick to under 100 links on the page, but I've run a crawl and mine are over this now with 130+ How important is this now? I've read a few articles to say it's not as crucial as before. Thanks!

Linking from purchased businesses to my own
Hi All, An SEO and Google guidelines question. We've recently purchased several local businesses that have websites. Legally, we've put a disclaimer saying we've purchased those businesses, the question is whether we should link from those sites to our main site. Will this bring a manual action from Google? It's legitimate that we'd like the visitors from those websites come to our main site because those business no longer named the way they were. So, is it OK to link from these sites to ours? Will this violate Google's guidelines regarding backlinking? Should we even link and if so add the rel:nofollow tag? Thanks!

Links: Links come from bizzare pages
Hi all, My question is related to links that I saw in Google Search Console. While looking at who is linking to my site, I saw that GSC has some links that are coming from third party websites but these third party webpages are not indexed and not even put up by their owners. It looks like the owner never created these pages, these pages are not indexed (when you do a site: search in Google) but the URL of these pages loads content in the browser. Example - www.samplesite1.com/fakefolder/fakeurl what exactly is this thing? To mention more details, the third party website in question is a Wordpress website and I guess is probably hijacked. But how does one even get these types pages/URLs up and running on someone else's website and then link out to other websites. I am concerned as the content that I am getting link from is adult content and I will have to do some link cleansing soon.

Create a link or redirect?
We have 60 demo movie pages on our site. We no longer link to these movie pages internally, because they are outdated; however, a lot of our partner companies are still linking to these pages. Some of these pages will have 10-15 linking root domains and a page authority of 30+... so pretty decent authority. These pages only include a movie on the pages, no links. I am trying to pass some of the link juice from these pages to other pages on our site. I am wondering if I should: A)Include transcripts on these pages, then link back to our current product page or solution pages? B)Set up redirects from these pages to a product or solution page? C)Set up a redirect to our homepage? Any advice? Thanks, Mike

Link masking in WordPress
in Wordpress, I want to block Google from crawling my site using the primary navigation. I want to use anchor text links in the body and custom menus in the sidebar to make maximum benefit of the "first link counts" rule. In short, I want to obfuscate all of the links in my primary navigation without using the dreaded nofollow. I do not want to block other links to the pages - body text, custom menus, etc. . This would be site wide. I'd rather not use Ajax or any type of programming unless it's part of a plugin. Can anyone make a simple, Google-friendly suggestion?

Linking Back
Hello, I have a blog www.digitaldiscovery.eu and I have been working the link building. Now I have a few links pointing into my blog and in Google Webmaster and in Open Site Explorer I can see the URL of those websites. In scale from 1 to 10 how usefull is to have a blogroll in my blog pointing back to those high PR links? How usefull is this in link-building strategy? Tks in advance! PP
