Does css float affect SEO?

It is generally believed that the closer the content is to the top of the page, the better it is for SEO. If that's incorrect, please let me know.
I have a 2 column site where the left menu is navigation and right side is content. Obviously, the left menu appears in the code before the content does, but I can flip them around via css float. If I do that, the content will appear on the left visually, even though in the code it still comes after the left side navigation.
Do either positions affect seo?

I would not worry about moving the code, I would use html5 elements to tell the search engine what is what. Such as
<header>
<nav>
<menu>
<aside></aside>
</menu>
</nav>
</header>

To follow up on what Holger said - you are not using CSS to do anything "tricky" to game Google. By placing the important content at the top your raw coded content is structured exactly as it should be. What you are doing is 100% legit and it could also be very easily be argued that you are improving the code from a structural standpoint.

I think you can test this issue best with a "Text-Only-Browser" to see how search engines see your page.

Best website IA/structure for SEO?
What's the current thinking on the best structure of information on a website for SEO? Structure for visitors can be best achieved through navigation menus, but I am more interested in how I should organise my URL structure so Google can make sense of the depth of my site topics. The website is an Asian travel blog so there are essentially two specific types of post on the site. One type is location specific (may be about an attraction, a city, a region or a country). The other type is general (usually about an aspect of travel like travel cash, visas, scams, etc). At the moment, all my general posts are organised like www.asiantraveltips.com/blog/[post-name]. My location-specific posts are organised like www.asiantraveltips.com/[country]/[region-or-city]/[place-name]/ so that Google can see I have depth of topics about each country and region. But I find it hard to keep consistency in this arrangement of URLs and I don't know if I might be better off to just have everything flat and tagged as a blog post like www.asiantraveltips.com/blog/[country]-[region-city]-[post-name]/? What's best practice these days? How are others organising travel blog websites?

Should a website have the same standard headings for product pages? And how does that affect SEO?
Hello! I hope my question is self-explanatory but let me give you an example. Suppose I have website X selling A, B and C and I have a dedicated page for each of those products. For SEO practises, Is it better to have the same webpage structure for all product pages (i.e. the same headings and sections) or is it better to vary the structure of the page? Or is it really not important? Again going back to the example, is it better for product page A, B and C to have the same sections in the same order (i.e. Pricing, Product Details, Product Reviews) or is it better to keep it as a flowing content page (product page A has same information in B and C but all those pages are different with different headings and questions asked depending on the product)? Wordpress SEO. How to add static content above home page posts.
I think I many have some duplicate content issues as have been adding unque content above posts in categories using the all category SEO. How can I add static content to the posts on the home page though? Any help appreciated!

CSS family names and whitespace
A CSS validation notes the following: Family names containing whitespace should be quoted. If quoting is omitted, any whitespace characters before and after the name are ignored and any sequence of whitespace characters inside the name is converted to a single space. Not sure what this means or how to fix. Help. thanks

How much does punctuation affect on-page SEO?
I have a page on a site that is targeted for "men's custom suits." Using the on-page analysis tool from SEOmoz it gives me an F for "mens custom suits" but an A with the apostrophe. Even though the apostrophe is proper English grammar, does it affect rankings either way?
