Does server (host) location effect local search results?

Hey
I was wondering if the location of your server (host) effects your local search engine results?Suppose I have an e-commerce website in the Netherlands and I want to host my website in the USA or UK, does this effect my search engine results in the Netherlands?

From Google's Webmaster Tools help on Geotargeting:
"If no information is entered in Webmaster Tools, we'll rely largely on the site's country domain (.ca, .de, etc.). If an international domain (.com, .org, .eu, etc) has been used, we'll rely on several signals, including IP address, location information on the page, links to the page, and any relevant information from Google Places."

I recently set the geotargeting in Google Webmaster Tools of a UK hosted .com domain to Australia and started ranking on google.au.
Make sure you've optimised for local as you normally would.

I cant:
-edit H1 and H2 tags on individual pages...the same ones are plastered throughout the site as part of a "theme"
-Do any link cannonicalization, which Moz Pro is marking me with 282 critical issues for.
-and I've had numerous times I've had to search out HTML code to paste into my page because they're missing something. ...I may have just answered my question myself, but I'm wondering how much of a problem all of this might be for my SEO? Do you get penalized in search results when you use a heading tag, but it's not technically a heading (used for emphasis)?
Do you get penalized in search results when you use a heading tag, but it's not technically a heading? My clients are using heading tags for text they want to emphasize and make stand out. Does this affect search rankings for SEO?

Duplicate Title tags vs. View All for search results
I run a directory and some search queries give almost 1000 unique results. My moz campaign tells me that I have around 1,300 duplicate title tags etc. I read online about canonical, rel=next/prev, also about having a 'view all' page just for google (page links, not search queries), but if I do this, wouldn't the slowness mean google won't index it? So the question is what is the best thing to do?

Google Local Gone Loco
I am a bankruptcy attorney in Southern California. I have been doing my own SEO since I had a couple of bad experiences paying someone to "do" it in the past. If you want it done right, do it yourself I suppose. Anyway, I have been ranking well in Google local results. At first I peeked in at 3/3 showing on the first page of the searches. Then I climbed to Number 2 in local searches, probably as a result of finding sites and making sure my addresses, phone numbers and business names were all correct. However, this week (as I climbed to #3 spot in the local search for my city+ bankruptcy attorney, my Google local result dropped to page 2. One of my employees rated me on google local and gave me a google + which is gone and the pictures that I uploaded to Local Google are gone. I don't know if this is some kind of penalty because an employee gave me a rating (they were completely up front about working for me) or if something else is going on. I was also trying to claim my business on Yahoo (which resulted in some kind of "Account Suspension"). I have no idea what is going on. Homepage not showing for searches
Hi Looking for a bit advice our client - www.financial-wise.co.uk We worked with this client on his old website www.mortgage-wise.co.uk we had him ranking for most local searches. The client then re-branded the full company and got another company in to do this, they did him new website www.financial-wise.co.uk, the company then launched the new domain with the old one still showing, some of the content was the same, including homepage. Anyway the issue im having now is, for certain searches im struggling to get them ranking again and for searches such as financial wise, its inner pages showing instead of the homepage? I have che checked and homepage is indexed, i have also re-written all the text on the homepage but still having some issue, its almost like the homepage has been penalised any help would be great?

Search snippet ignors title tag :-(
Good Morning from 1 degrees C light drizzle Wetherby UK 😉 Ok here is todays puzzle. When I Google "Great Inns" ( http://www.greatinns.co.uk ) I get a search snippet which looks like this: http://i216.photobucket.com/albums/cc53/zymurgy_bucket/great-inns-title-glitch.jpg As the screen grab illustrates the Title tag is missing and simply says untitled. So my questions is pleased why is google rendering this when in the source code there is a tag eg: <title>Great Inns of Britain - Home – Independent, Historic Inns, Quality Service Any insights welcome :-)</p></title>
