Link Removal and Disavow - Is Page Rank a sign directory is okay with Google

Hi,
Currently cleaning up a clients link profile in preparation for disavow file and I have reached the stage where I am undecided on some directories as I don't want to remove all links.
Is Page Rank an indication that Google is okay with a particular directory? For example the following domain is questionable, but has a PR of 3. Do I need to consider scrapping all such links in anticipation of future updates?

I'd also add, if it's providing (relevant) direct traffic then you might want to keep it too. It can be a good indicator of niche directories that benefit your business...

On the one hand, I think every site has some number of questionable links pointing to them, so disavowing all questionable shouldn't be a primary goal. On the other hands, if it's a free directory and not really human edited, I'd ditch it. If it's a free directory and it's niche and it's well edited, I'd keep it. If its a paid directory and it's "reviewed" I'd think about keeping it. If it's a paid and well edited, I'd keep it.

Im new to the community and new to backlinks - hence the question to the community today.
I would like help understanding options and work load around back links and removing them.
I have a client with over 8000 back links as a few years ago he paid someone about £10 to boost his rankings by adding thousands of backlinks.
We fear this is having a bad effect on their site and rankings organically as 90% of these back links have a spam score of over 50% and also no follows. My questions to the community (if you could be so kind to share) are:
1. Whats the best way to decide if a Backlink is worth keeping or removing
2. Is there a tool to decide this or assist with this somewhere on the internet? Ive had advise stating if its not hurting the page we should keep it. However, again...
How do I know what damage each Backlink is causing to the domain? I appriciate anyones time to offer some advice to a novice looking to clear these1 -

Why is this Page Ranking for such a competitive keyword?

Google says 404s don't cause ranking drops, but what about a lot of them
Hello, According to Google here, 404s don't cause rankings to go down. Our rankings are going down and we have about 50 or so 404s (though some may have been deindexed by now). We have about 300 main products and 9000 pages in general on this Ecommerce site. There's no link equity gained by 301 redirecting the 404s. A custom 404 page has been made linking to the home page. There's nothing linking to the pages that are 404s Provided that no more 404s are created, can I just ignore them and find the real reason our rankings are going down?

How do I know what links are bad enough for the Google disavow tool?
I am currently working for a client who's back link profile is questionable. The issue I am having is, does Google feel the same way about them as I do? We have no current warnings but have had one in the past for "unnatural inbound links". We removed the links that we felt were being referred to and have not received any further warnings, nor have we noticed any significant drop in traffic or rankings at any point. My concern is that if I work towards getting the more ominous looking links removed (directories, reciprocal links from irrelevant sites etc.), either manually or with the disavow tool, how can I be sure that I am not removing links that are in fact helping our campaign? Are we likely to suffer from the next Penguin update if we chose to proceed without moving the aforementioned links? or is Google only likely to target the serious black hat links (link farms etc.)? Any thoughts or experiences would be greatly appreciated.

I have been doing some research on onsite optimization and I hit a dead end, need some help with OnSite.... These three I get for the most part... (If you would like to add anything please do) Title optimization - needs to be unique with keywords included under 90 words Meta description - needs to be unique with keywords included under 150 words Meta keywords – all keywords Questions begin here... H1 headings – Should this be the first thing the spider crawls? Should they be unique? Is there a penalty for having this content the same on every page? (H1s are under the logo at the top of every one of my sites pages) H2-H6 headings – Should they be unique? Is there a penalty for having this content the same on every page? Bold text – does this matter for SEO? Italic text - does this matter for SEO? Link anchor text – These are the same on most pages. However, most of these links are part of the navigation, does this matter for SEO? is this duplicate? how does the search engine analyze this data? Image alt attributes – I have the share image buttons on my site (Facebook, Twitter, etc...) and they have the same alt attributes on each page. Does this matter for SEO? Body text – I found a competitor site that’s ranking #1 for a key term. This competitor has 11,106 words in their body with the keyword mentioned 29 times (0.8%). They placed all this text in a small scroll down on the bottom of their page. Its strange how they included it. Good link networks?
Hey Mozzers, quick question about link networks. I've identified quite a few, like these: Build My Rank Unique Article Wizard Authority Link Network Article Ranks EZ Article Link Socialadr Linkvana SEO LinkVine Does anyone have experience using any of these? The basic premise is they own or their members own tons of different blogs. You write an article, give it to them, they publish it one one of those blogs. You include a link in your article. Done. They charge a monthly fee to use and all that, so is it worth it? Anyone had any success with them? Finding mixed things on forums online, and since many of their websites like awfully spammy, wanted to poll the Mozzers and get your thoughts.
