Google doesn't rank the best page of our content for keywords. How to fix that?

Hello,
We have a strange issue, which I think is due to legacy. Generally, we are a job board for students in France: http://jobetudiant.net (jobetudiant == studentjob in french)
We rank quite well (2nd or 3rd) on "Job etudiant <city>", with the right page (the one that lists all job offers in that city). So this is great.</city>
Now, for some reason, Google systematically puts another of our pages in front of that: the page that lists the jobs offers in the 'region' of that city.
For example, check this page. the first link is a competitor, the 3rd is the "right" link (the job offers in annecy), but the 2nd link is the list of jobs in Haute Savoie (which is the 'departement'- equiv. to county) in which Annecy is... that's annoying.
Is there a way to indicate Google that the 3rd page makes more sense for this search?

Having looked at the backlink profile for both pages I can already see one problem. Your 'Annecy' page has very few links pointing to it whereas your 'Haute-Savoie' page has considerably more links to it. This is not a major problem in itself, however the problem I can see is with the anchors of these links. The majority of links to your 'Haute-Savoie' page contain the anchor 'haute savoie annecy'. This could be contributing to your 'Haute-Savoie' page outranking your 'Annecy' page. You can combat this by creating more links to your 'Annecy' page.
You could also improve your on-page optimisation for both pages. Again, having looked at your 'Haute-Savoie' page, it is quite well optimised for 'Annecy' rather than 'Haute-Savoie'.

My blog post for a specific keyword is in the 'omitted results'. Why might this be, and how to overcome it?
My website Homepage: http://kulraj.org Here is the page I am working to rank for:** http://kulraj.org/2014/07/15/hedonic-treadmill/** When I search specifically for 'kulraj hedonic treadmill' just to test it, the first result is this: kulraj.org_/tag/_hedonic-treadmill. It shows the shortened version of the article that is within the Tag page. [I'm new to SEO and Moz, please keep in mind] Moz has told me I have duplicate content, which is regarding my main Blog page and Tags page, which is true the content is duplicate. However, the actual blog post itself is not displayed anywhere else on the website, or anywhere else on the web. Moz confirms this, and reports no duplicate content warning. My questions, therefore, are: 1. How do I actually go about installing a rel canonical tag within a standard WordPress dashboard (I'm using Genesis Framework) - I'm finding great difficulty finding instructions on this anywhere on the web. I clearly need to fix the issue with Blog page and Tags Page. 2. Why would my blog post be omitted, and are there any suggestions I could implement to bring it into the main search results. Other things I've noticed: 1. If I type this URL in: kulraj.org/hedonic-treadmill, it automatically redirects to http://kulraj.org/2014/07/15/hedonic-treadmill/ 2. Inside Google Webmaster Tools it says: No new messages or recent critical issues. 3. Regarding the above, when I click 'Labs > author stats' within Webmaster Tools, it shows nil stats, so something there is not quite right either, even though Google+ Authorship is confirmed.

How do I fix issue regarding near duplicate pages on website associated to city OR local pages?
I am working on one e-commerce website where we have added 300+ pages to target different local cities in USA. We have added quite different paragraphs on 100+ pages to remove internal duplicate issue and save our website from Panda penalty. You can visit following page to know more about it. And, We have added unique paragraphs on few pages. But, I have big concerns with other elements which are available on page like Banner Gallery, Front Banner, Tool and few other attributes which are commonly available on each pages exclude 4 to 5 sentence paragraph. I have compiled one XML sitemap with all local pages and submitted to Google webmaster tools since 1st June 2013. But, I can see only 1 indexed page by Google on Google webmaster tools. http://www.bannerbuzz.com/local http://www.bannerbuzz.com/local/US/Alabama/Vinyl-Banners http://www.bannerbuzz.com/local/MO/Kansas-City/Vinyl-Banners and so on... My Domain Authority is high but don't rank in serps
So i'm a beginner/intermediate SEO and uptil about 3 weeks ago i enjoyed Top 3 rankings for all my keywords(VIrtual Assistant,Virtual Assistants, Virtual Personal Assistant,Virtual Personal Assistants and so on) for my site www.247VirtualAssistant.com. All of a sudden i dropped in rankings and can't figure out why. I ran a link analysis and nothing looks like it changed, in fact i still command much higher domain authority than my competition, but i'm stuck on the bottom of the 2nd page. I can't tell if i'm being penalized, if the other sites all of sudden just outperformed me or something else is happening here. I've also noticed a lot of "dancing" in my serps, I've been in 2nd last position on the 2nd page, then 1st of the third page, then last on the 2nd page and so on. Syndication partner ranking in Google News for our content
Our blog is part of Google News and is syndicated for use by several of our partners such as Chicago Tribune. Lately, we see the syndicator version of the post appearing in Google News instead of our original version. Ours generally ranks in the regular index. ChiTrib does have canonical URL tags and syndication-source tags pointing to our original. They are meta tags, not link tags. We do have a News-specific sitemap that is being reported in WMT as error-free. However, it shows no urls indexed in the News module -- even when I can find those specific URLs (our version) in the News. For an example: Here is a ChiTrib post currently ranking in Google News

Is it a good idea to make 301 from a site which you know google has banned certain keywords for to a new site with similar content
Here is a short question re. 301. I read Dovers article on how to move an old domain to a new one. Say you have been a little inexperienced regarding linkbuilding and used some cheap service in the past and you have steadily seen that certain keywords have been depreciating in the SERP - however the PR is still 3 for the domain - now the qustion is should you rediect with a 301 in .htaccess to a new domain when you know that google does not like certain keywords with respect to the old site. Will the doom and gloom carry over to the new site?

Why Does this Site Rank for so Many Keywords?
I was doing some research today and kept coming across this site sylvane.com I checked OSE and found that it only has a DA of 37 PA of 35, and only 79 linking domains (966 links total). I got to looking and there are a few links like this http://lulala.us/twxoops/html/userinfo.php?uid=303 Anyway, accroding to SEMRush, this site ranks for over 6,000 keywords. I ran content on a couple of their high ranking pages and the content is not unique, at least not very unique on the pages I checked. What is so special about that site that google is giving it so much love? I am not trying to call them out, I just want to know what this site is doing to garner the favor of google when I have a site in the same niche with a higher DA, PA, linking domains, and social signals.
