Duplicate Content Question

Hi Mozers!
I have a client who, before coming to me, created a good site with about 100 pages of useful unique content however used services that landed them with a link profile that included 100's of backlinks with the same anchor text (for each pages' few targeted keywords). There are so many backlinks that trying to escape the filters naturally would be nearly impossible...and not really worth the effort if it were possible.
While the approach was bad, due to G's new anchor text filters, my question is really about the content on the site itself. There is nothing wrong with it. It is unique, kw targeted without being spammy and helpful to the reader.
There are two approaches I'm thinking here:
1. Scrap the whole site (as it wasn't all that architecturally sound anyhow) and try to keep the content for another new site...done the right way from the start.
2. Delete the site's pages where the bad anchor text profiles are pointing and create a new page/URL, using the same content...to get out of the filter frenzy.
It is a bit of a weird situation I know, but would Google see that as duplicate content, even if I went into Webmaster tools and tried to remove the pages from the index first?
Is this a reasonable solution or is the content a lost cause?
Even if I do delete all those pages that have the poor link profiles, would all of those spammy backlinks pointing to a non-existent page on my clients' site effect the site overall?
Any insights would be greatly appreciated!

Thanks for the response! That sounds like a great idea. I wasn't sure if Google, although de-indexing the site itself, would find it spammy that all the same content turned up on another domain. My thinking was although de-indexed they wouldn't necessarily 'forget' the old content, if you know what I mean.

If you are going to rebuild the site on a new URL with the same content. You can copy the content externally (in word or another app) and de-indexed the bad site. Once the bad site is completely de-indexed from Google you can add the old content to the new URL and submit the new site map to Google.
Otherwise you can also start contacting webmasters to remove or change those backlink so that you are not over optimizing.

Google Panda Update question
Since the Panda update from December 21st, 2012, some of the keywords I used to rank for are now gone beyond page 20. What I don't get is that the websites that are now ranking are definitely full of crap and they have tons of unnatural links pointing to them. I've analysed their backlink profiles and most of them have only exact keyword match anchors pointing to them. So what's going on? Is buying tons of crappy links still a valid tactic? I know it is not but how come thoses sites outrank me? I mean it happened to LOTS of my keywords. I don't get it...

Blog comments question
Hi, I don't tend to blog comment that much unless it's actually a genuine comment as in, my first thought wasn't gaining a link back. What is the best practise for this type of link building? This is how I do it (When I am looking to gain a link back) title - brand name website - root domain comment - I try and go above and beyond with this, take it out of the spam arena by reading the article and then replying with at least 100 words referencing to part of the article. Would you classify the above as the wrong way about it? I know some say no-follow links (most blog comments out there) don't count but when I see the external link pop up in WMT it does make me think no-follow links count for something. Cheers

Quick Question About Exact Matched Keyword Domain
if you have lets say tools.examplexxxx.com in which "tools" + "example" makes a good keyword together i.e [example tools] (a good key word). Is it wise to put 300 quality backlinks with exact matched anchor text containing keyword**[example tools]** from niche related domains and not worrying getting hit by penguin.

Question about ranking and links
Hi, Some back ground info first: My DA/PA is 42, the competitors who show up in the search engines for the term I am after have DA/PA 55/60. I have been creating anchor text links which target the term im after through guest blogging usually blogs with DA/PA 40+, I did this consistently with a guest post every 3 days for about a month so that's around 10 guest posts. And I also did some brand name blog comments, but these were no-follow and added sig to some forums. This moved me from page 5 to page 1, position 4. I then stopped and over the last 3 weeks it slipped to position 6 then to position 8. The competition doesn't look to actively target this term looking at the data from opensite explorer there main anchor text is there brand names. Why would I be slipping through the results? Not moaning just want to understand why so I can counter it. I was thinking about going for social signals through a blog to help.

Content and Relevant Links
Hello, My website started to offer guest blog posting and was wondering if it is a good idea to have an anchor text link to a not relevant website in the author bio. The content the guest blogger gave me is relevant to my website but in the author bio there are a couple of anchor text links that are linking to a completly different industry. Any good content sites with good quality links?
I have some content which is still relevant and interesting but not really suitable for my current websites. I have been thinking of using this on an article site to generate some links back to my sites, but I am wary about this due to Google's targeting of content sites. I currently have good PR's on Squidoo and Hubpages which link back and work quite well. Can anyone suggest any others or any ideas how to use this content for SEO purposes? Is using it for article submissions to get links short sited?
