Passing page rank with frames - Is this within Google Guidelines?

It appears this site is gaming Google for better rankings. I haven't seen a site do it this before way before. Can you tell me what enables this to get such good rankings, and whether what they are doing is legitimate?
The site is http://gorillamikes.com/
Earlier this year this site didn't show up in the rankings for terms like "Cincinnati tree removal" and"tree trimming Cincinnati" etc. The last few months they have been ranking #1 or #2 for these terms.
The site has a huge disparity in MozRank (8, very low) vs. Page Rank (6, high).
The only links to this page come from the BBB. However, when you look at the source code you find 100% of what is displayed on the site comes from a page on another site via a frame. The content is here: http://s87121255.onlinehome.us/hosting/gorillamikes/
When I go to onlinehome.us I'm redirected to http://www.1and1.com/.
I'm only speculating, but my guess is onlinehome.us has a high page rank that it is passing to http://gorillamikes.com/, enabling Gorilla Mikes to achieve PR of 6. Does this make sense?
In addition, the content is over optimized for the above terms (they use "Cincinnati (Cincinnat, OH)" in the first three H2 tags on the page. And all of the top menu links result in 404 errors.
Are the tactics this site is using legitimate? It appears that everything they're doing is designed to improve search results, and not in ways that are helpful to users. What do you think?

The links you posted are 404'ing, the entire gorillamikes.com site is 404'ing and there are only 4 pages currently indexed which will soon go away if it continues to 404.
I see no competition threat at the moment

Hacked Websites (Doorways) Ranking First Page of Google
Hello Moz community! I could really use your help with some suggestions here with some recent changes I've noticed in the Google serps for terms I've been currently working on. Currently one of the projects I am working on is for an online pharmacy and noticed that the SERPs are being now taken up by hacked websites which look like doorways to 301 redirect to an online pharmacy the hacker wants the traffic to go to. Seems like they may be wordpress sites that are hacked and have unrelated content on their websites compared to online pharmacies. We've submitted these issues as spam to Google and within chrome as well but haven't heard back. When searching terms like "Canadian Pharmacy Viagra" and other similar terms we see this issue. Help with ranking
Hi Board users! I have a site that I don't understand why its not ranking. Its called JohnnyJet.com It has great domain authority and plenty of links. Looking at google webmaster tools I don't think there is a penalty. I have not done black hat stuff, so I am puzzled. I have a subdomain that stores some of my old content (some of it is duplicate) http://vintage.johnnyjet.com/home.asp The site has been around for ever, and I need help with a site audit to see what it is that I am missing. I know my long tail should rank much better. 2 questions: 1. Can you guys (board members) send me any insights if you take a peek 2. Why is this Page Ranking for such a competitive keyword?

Is it wrong to have the same page represented twice in the Nav?
Hi Mozzers, I have a client that have 3 pages represented twice in the Nav. There are not duplicates since they land with the same URL. It seems odd to have this situation but I guess it make sense for my client to have those represented twice since these pages could fall into multiple categories? Is it a bad practice for SEO or is it a waste to have those in the NAV? Should I require to eliminate the extras? Thanks!

Google is giving one of my competitors a quasi page 1 monopoly, how can I complain?
Hi, When you search for "business plan software" on google.co.uk, 7 of the 11 first results are results from 1 company selling 2 products, see below: #1. Government site (related to "business plan" but not to "business plan software")

#2. Product 1 from Palo Alto Software (livePlan)
#3. bplan.co.uk: content site of Palo Alto Software (relevant to "business plan" but only relevant to "business plan software" because it is featuring and linking to their Product 1 and Product 2 sites)
#4. Same site as #3 but different url
#5. Palo Alto Software Product 2 (Business Plan Pro) page on Palo Alto Software .co.uk corporate site
#6. Same result as #5 but different url (the features page)
#7. Palo Alto Software Product 2 (Business Plan Pro) local site
#8, #9 and #10 are ok
#11. Same as #3 but the .com version instead of the .co.uk This seems wrong to me as it creates an illusion of choice for the customer (especially because they use different sites) whereas in reality the results are showcasing only 2 products. Only 1 of Palo Alto Software's competitors is present on page 1 of the search results (the rest of them are on page 2 and page 3). Did some of you experience a similar issue in a different sector? Google messages & penalties
I just read the following comment in a response to someone else's question. The Responer is an SEOMoz Authority whose opinion I respect and have learned from (not sure if it's cool to mention names in a question) and it spurred my curiosity: "...Generally you will receive a warning from Google before your site is penalized, unless you are talking about just specific keywords." This is something I have been wondering about in relation to my own sudden ranking drop for 2 specific keywords as I did not receive any warnings or notices. I have been proceeding as if I had over used these keywords on my Home page due to an initial lesser drop, but identifying the cause for the huge drop still seems useful for a number of reasons. Can anyone explain this further?

Month old site and alreasdy ranks 3 for competitive keyword
I know this individual does this with several sites and then offers them for sale to his competitors. Obviously spammy thru and thru, but how can google reward a site thats not even two months old, with 1900 + links with a ranking of #3 for a highly competitive keyword? Please dont post the actual name or url of the website as we dont want to give him any more credit but this blows my mind as he has done this several times with other sites and never gets penalized. http://tinyurl.com/b9jysa5 Any ideas as to how he can accomplish this besides almost 2000 links in less than 2 months? How is that even remotely natural? I know his other sites have been reported to google but they never did anything about it. Thanks for any feedback.
