Why will a Page not rank or improve on a website?

My website is performing well, but I have a couple of popular Brand pages that no matter what I do will not rank organically, they are being indexed, but will just not perform or improve. The rest of the pages throughout the website all seem to be fine, can anyone advise if they have experienced a similar problem or advise why this would happen or even suggest what I should do to fix the problem, we have even gone as far to create a new page and delete the old one, and it still hasn't worked.
I have used various tools to test the page and variations of search terms and although it is appearing in Google it is not ranked, although it is ranking and visible in Yahoo and Bing.
Any help and advise would be appreciated.

I would provide an example of one of the underperforming pages, and one of your pages that does well so we can analyze the differences and potential issues.

It really needs to be a rule that you're not allowed to ask questions specific to your site unless you post the URL.

Hi Jacqui, Can you provide an example of one of the pages? There can be many reasons why a page is not ranking and without taking a look at the page it is impossible to tell.

Pages exclusion
Hi there! I don't want to "make relevan"t 3 of the pages my website has. Should I give them a title and a description even if I dont't want them to be shown in the SERPs? Is there any penalty from google if I don't do so? I guess no but just to confirm. Thanks!

Will Google handle "this not that" pages differently?
If you create pages about "try keyword1 not keyword2" will there be any barriers to getting the pages ranked for keyword2? Example: You have furnished rental units in a small town, and you offer nightly/weekly rentals. You want to rank for "town hotel" since you offer the same service as a hotel. Since you're not really a hotel, you create a page called "Better than a hotel: Town nightly rental units". Anyone know if Google has an algorithm to detect this (they would have to detect the meaning of the words you were using and know that you were promoting something other than a hotel) and determine you're not really relevant to "town hotel" and not rank you well? I think they probably do not, as I've seen things like Google Adsense Alternatives articles ranking well for the term Google Adsense, or Boycott Godaddy sites ranking well for the term godaddy. But I would like to hear any evidence or facts others know of.

Ranking improvement for states and cities
I am trying to improve rankings for a national website going after keywords product + state/city. It is a very competitive space and I can't figure out why our competitors are ranking above us (the ever enigmatic Google). Should one page with markers or six separate pages?
Hi - I'm working on a site that was set up with 6 bios on one page, with markers jumping to each person's name. I was thinking about separating those into 6 different pages, but not sure if that's the right thing to do. Advice about keeping the bios on one page vs splitting them up? (Am I more likely to rank for those peoples' names if I have a unique page, or is the one page url with each different marker in it, just as good?) Ranking well for those names isn't a huge goal of the site, but it would be nice to make the choice that would help with that rank. Thanks for your input Emma
