How does Google treat Dynamic Titles?

Let's say my website can be accessed in only 3 states Colorado, Arizona and Ohio. I want to display different information to each visitor based on where they are located. For this I would also like the title to change based on their location. Not quite sure how Google we treat the title and rank the site.... Any resources you can provide would be helpful. Thanks

Google and search engines in general will treat the title as what it sees when indexing the page. There is nothing wrong with changing titles (people do it all the time for testing and optimization) however it isn't ideal to have one page with a dynamic title. By having one page with a dynamic title you are really just confusing search engines, they will have a hard time trying to serve their result page (SERP).
The way us web builders handle the situation you are in is by using parameters. Example:
examplesite.com?state=OH
examplesite.com?state=CO
examplesite.com?state=AZThese are in essence 3 different pages which would be treated as such for indexing purposes, content wise it may all be the same but changes with parameters on your index.html / asp / php page. Since you must be using parameters to serve a dynamic title why not include some dynamic content and rank for 3 pages?

Virtual URL Google not indexing?
Dear all, We have two URLs: The main URL which is crawled both by GSC and where Moz assigns our keywords is: https://andipaeditions.com/banksy/ The second one is called a virtual url by our developpers: https://andipaeditions.com/banksy/signedandunsignedprintsforsale/ This is currently not indexed by Google. Does Google Understand H2 As Subtitle?
I use some HTML 5 tags on my custom template. I implement <header class="entry-header-outer"> Flavour & Chidinma – 40 Yrs 40 Yrs by Flavour & Chidinma </header> html code. h1 tag serves as the title, while h2 tag servers as the subtitle of the post. Duplicating words in the page title OK?
Im finding a site with lots of duplicated words in the title tags, I have always avoided doing this in the past, Is there any penalty for having a word repeated twice in the title, indeed is there a benefit from having it twice, IM assuming not

Using a hyphen in title tags and the impact of spaces
Hi I am trying to arrive at a best practice template for a title tag for my organization so does the following template still holds Primary Keyword - Secondary Keyword | Brand Name will anything be impacted if I eliminate the spaces between the hyphen, will search bots be still able to treat the first one as a priority and the second as the secondary? Best Way to Use Date in Title
Hi, I do most of the current copy for our blog which you can find here http://appointedd.com/blog/ I believe having a regular blog structure with a mix of irregular ad hoc posts to go in around these. So, for this blog, I write an article on "Beauty Industry News" every week. Now, I don't want to use the same title for each post, so I've peen butting in the date after each one i.e. "Beauty Industry News - 24/04/13". Is this best practice or is there a better way of naming regular posts? Thanks in advance!

Fewer keywords in title tag?
Hello, I have a title tag that includes three keywords and has a total of 59 characters. The third keyword is not very important. If I eliminated the third keyword, leaving the first two (for a total of 48 characters), would the ranking value of the first two keywords increase? Does including the third keyword dilute the value of the first two? Thank you!
