Is it possible to avoid redirect of penalties for 301 forwards?

We have been doing a good amount of competitive research lately and have noticed sites that have been changing their TTLD quite often to escape manual penalties / DCMA filings. An example evolution:
brandterm.com -> brandterm.bz -> brandterm.me
These competitors are able to quickly rank for money keywords in the top 3 soon after another domain switch. What we have noticed is that while its obvious they received Google penalties they continue to 301 redirect the old domains to the new ones. We have experienced first hand that penalties travel along domains with 301 redirects.
Does anyone have an explanation how these companies are able to achieve quickly high volume of organic search while 301-redirecting from burnt domains?
The only option I see is to disavow all previous domains in GWT to be able to employ 301 redirects without risking carrying over the penalty. Are there other theories ppl can think of?

Can you elaborate more on your experience on certain penalties being passed vs being ignored? Would like to hear more.
To your second point, if I understand you properly your are saying that a domain with authority may be able to counteract a passed penalty? If so, that case would not apply in this scenario as the new domain started from scratch and had to build up authority. However, the domain ranked pretty much from the first month.

From my experience, not all penalized sites get their penalties passed. It could also depend what penalty it was.
My best guess for this issue is that they might also be using a lot of other non penalized 301's that already have good standings.

301 redirect to search results page?
Hi - we just launched our redesigned website. On the previous site, we had multiple .html pages that contained links to supporting pdf documentation. On this new site, we no longer have those .html landing pages containing the links. The question came up, should we do a search on our site to gather a single link that contains all pdf links from the previous site, and set up a redirect? It's my understanding that you wouldn't want google to index a search results page on your website. Example: old site had the link http://www.oldsite.com/technical-documents.html new site, to see those same links would be like: http://www.newsite.com/resources/search?View+Results=&f[]=categories%3A196

How to decide on which site to 301 redirect
Hi there I'd like your opinions please! My client currently has their website at not-very-good-url.it which has a really good link profile they also have duplicate sites at: much-better-brand-name-url.it and much-better-brand-name-url.com but both these other sites have only a handful of links in. How important do you think a better brand url is? And therefore do you think it would be better to 301 to a better brand URL and take the risk that the link profile will get hit? Or leave the main site where it is and 301 the other two to it? Many thanks

What is the Proper Use of 301 redirects for SEO purposes?
I heard and read from different sources that 301 redirects from aged domains with healthy link profiles is great to boost a sites rank as oppose to building a site around the page and linking it to the domain you want to rank. Whats is the best practice for this strategy? Thanks

If this is what happens when a penalty is removed, I want more penalties
So a couple of weeks ago I posted that we had submitted a reconsideration request along with a list of about 40 spam pages that were linking to us that we had attempted to have remove their links to us. On 8/3 we received a note from Google that our manual penalty had been removed. We have thousands of inbound links so these 40 pages were a minuscule part of our links and ones that we hadn't tried to get in the first place. So I thought "Great, our rankings should go up." Up until this point our year-to-year organic Google traffic was between 45% and 100% over last year. As of 8/9 our traffic is now only 26%-39% above last year. I don't think we can handle too many more penalty reversals like this one.

Is it ok to use both 301 redirect and rel="canonical' at the same time?
Hi everyone, I'm sorry if this has been asked before. I just wasn't able to find a response in previous questions. To fix the problems in our website regarding duplication I have the possibility to set up 301's and, at the same time, modify our CMS so that it automatically sets a rel="canonical" tag for every page that is generated. Would it be a problem to have both methods set up? Is it a problem to have a on a page that is redirecting to another one? Is it advisable to have a rel="canonical" tag on every single page? How long do 301 redirects have to stay in place?
For a large retail site we have plenty of "old" pages that are 2-3 years old and still have 301 redirects to a new page. After a search engine has recognized a 301 redirect and dropped the "Old" URL from the index and started displaying the "New" URL, is it safe to delete that old page and thus remove the 301 redirect?

301 or 404?
My client has a classified ads website with hundreds of thousands of classified ads. These ads expire quite fast. When the ad expires it gets removed. At the moment this results in a 404 page and thus hundreds of thousands of 404 erros in Webmasters Tools. From what I know this damages SERP results due to slow indexing of important sites and 404 being just plain bad SEO. I suggested doing a 301 from the expired ads to a upper category but this feels like cheating. The content hasn't actually moved, it has been removed. What would you suggest?
