What are some Boilerplate Link-Building Activities for a new site?

Assuming you have built a new sophisticated site that involves
- high user engagement as in bounce rate < 30%
- sophisticated genuine content (pages > 2000 chars)
- best possible site speed
what are some of the boilerplate link building activities you would execute under which considerations?
Activities: I am thinking of things along the lines of
- building X social media links using a fiverr
- submission to curated link directories
- reach out for high quality links with thought leaders
- etc
Considerations: I am thinking of things along the lines of
- keep a constant link gain velocity over the first 3 months
- make sure you place links across pages not just the root domain
- make sure you have a mix of follow and no-follow links and a natural anchor text distribution
In short I am hoping we can crowdsource a linkbuilding starting guide in the SEO world of 2015.

I'd agree with the comments from Richard and Jim below, the types of techniques you mention are not really the ones that I'd endorse when you're trying to build a business online. Social media links using Fiverr and link directories aren't as effective as they used to be and can cause link problems if you use them now.
Instead, I'd recommend trying to make your website link worthy and using your business USPs to try and generate links. Here are some good guides to help you with this:

I read various new upcoming strategies for the 2015 link building as i understand Good links its possible through trusted domains , and the domain authority , citation value and page rank should be higher .
The secret is out. Here are the seven killer link-building strategies
- Start guest blogging. Make sure you pick a popular blogs that many peoples use and that have good authority and similar to yours topic .
2) Create a Twitter account , you can post your links on through tweet but make sure you would have to gain some follower first which can be tricky .
- Set up Google alerts , if you have a company that you are proud of, then you can user the alert when someone use your name then Google will alert you then you can ask for a link on those post .
4) Write video transcripts. These can take forever , If you have a popular video on youtube then you can transcript and offer it free to the person who made it and ask them to give a back link within that.
- Make an infographic , these are quite difficult for those who never familiar well with this but other hand you can then put in your backlink and post it to a website such as Reddit.
6) Find out where your images are being used. you can do this through Google image search it's time consuming you can email and ask them to refer to your website link .
7) Write something amazing. As online magazines might want to write about your site you can ask them to simply include one links .

Yeah...what I see above could ONLY be looked at as link manipulations...
Don't know how else to phrase what I mean - but it appears that you're trying to gain traffic by using all the WRONG tactics....when I see clients that use content markers as " > 2000 chars" & "fiverr" & "boilerplate" -- they're all telltales of trying to get real live stable rankings using 2004 tactics....sigh....
YMMV...but in my world those items you've listed show a basic fault in your whole SEO strategy, eh!

It sounds like you are looking for a link manipulation guide. Don't buy social media links on fiverr. You also should not worry about link velocity if the links are natural.
More information on the business would help, but in general go ahead and claim profiles on social media and web 2.0 sites as this will help establish your brand. If you have a physical address, make sure you get your Google+ business profile and submit to the major data aggregators and other NAP sites. Look at the backlink profiles of your competitors or do a bit of searching to find sites in your niche where you can acquire links. Submit a press release about the launch, maybe do a few interviews if the site is something people would be interested in.

Quickest way to build links?
I'm in furniture e-commerce. I'm not new to e-commerce but I am new to SEO as I used to just hire everything out. What is the quickest way to build or should I say earn links? So far I've just been contacting bloggers and I've built about 4 links through guest posts in the past month. The problem is I can't tell if this is good or bad. I also contacted a niche directory and they liked my content so they are going to include my website in their directory for free next week. Should I continue doing what I'm doing? Do I need to be more aggressive? Suggestions? Thanks guys.

Should I work with current site or start a new site with more keywords?
I have been working with my site for some time. Sadly, I am moving lower and lower in ranking. I am wondering if I should just transfer my site to a new URL (this time including keywords). I don't understand the whole disavow link thing. I hired someone about 2 years ago, when I lost my ranking due to malicious software. Well, it turns out that, she submitted my link to weird sites that I don't even know what they are. It is like sites with thousands of websites just listed. Things have never been half of what they were and I am really just growing frustrated. I understand that having an a URL for awhile is helpful, but I appear to have lost many of my good linking sites. Any thoughts?

Broken Incoming Links from External Site - What to do?
Our Google Webmaster 'page not found' reports consistently show two Chinese websites that have approximately 50 broken links each to non-existent pages on our website. One site is a PR5, the other a PR1. Two of our Chinese employees have contacted the site owners (even talking with them over the phone) to discuss the errors, where the broken links live on their sites, and how to fix them. They have contacted the site owners three times in the past three months, but still the broken links have not be fixed. What do you recommend we do?

Link building too quickly
Hi all, I have recently started trialing to outsource some SEO to a 3rd party, who obviously promissed white hat techniques and manual links etc.. All has gone well for the first month. But on speeking to another expert they point out that the search engines will spot inconcistencies in link building and penalise me. I know there will not be a know ammount but as we stand at the moment, what is the current feeling of too fast. Links built for me in one month were 100 directory submissions 80 bookmarks 16 search engine submissions 15 Article submissions 46 forum links 10 local classified searches Is this too fast? , If to do I stop and create more inconsistency or continue at a similar rate. Of course quality of link will be an issue, but how much. Many thanks from SEO jnr

Dear all After talking with our company's SEO company they have advised that a link builder we employ to post artciles is posting on sites which will have negative page rankings / equity and which Penguin will penalise. These are the sites our link builder is posting on: wordpress.com
