Http://domainame/brooklyn or http://domainame/brooklyn.html; is there a difference?

I understand that for SEO purposes you would use a 301 redirect, form either www. or no www., because SE's see them as two distinct sites and you are splitting your links; do SE's see extentions .html as two (2) sites also? for example: http://domainname/brooklyn or http://domainame/brooklyn.html. Are the search engines also treating them as two (2) sites? Any assistance would be greatly appreciated,

Yes, as Paul has suggested any additional characters in the URL will be seen by Google as a separate page. If it's identical home page content you could see canonicalisation issues and as you have already suggested, a 301 re-direct/ rel canonical would be the best practice.

Yes James, the search engines will treat http://domainname/brooklyn and http://domainname/brooklyn.html as two separate pages which will compete against each other for rankings and as duplicate content.
The Search Engines go very specifically by each character in a URL. Therefore even http://domainname/brooklyn will be considered a separate page from http://domainname/brooklyn/ (Note the trailing slash at the end.)
ANY character that is different in the URL will denote a separate page, as far as the SEs are concerned.

Why have I lost 1/3 of my backlinks (about 5,000) in 3 months?
In August, my client's site (I work at a marketing agency) had about 15,000 backlinks. Now they suddenly have about 10,000 backlinks. And their Domain Authority has dropped from 48 to 40! Can someone please help me understand what could've happened? At first I assumed this had something to do with the latest Penguin update, since I knew my client's site had some extremely spammy backlinks they hadn't cleaned up yet. (The site was hacked at some point and hidden pages were created as part of some kind of link-building scheme, and there were lots of links from sketchy sites to those pages. The hidden pages have been taken down and the URLs now redirect to my client's home page.) But that would only explain a sudden drop in Domain Authority, right? How could Penguin suddenly cause my client to lose 5,000 backlinks? And if it's not Penguin, what could it be? Thanks in advance for any insight that anyone can share!

Networking sites / paid links
A national networking company charges its members, say, a few of hundred pounds to become part of their network, which involves offline networking events and online in forums and a directory. All the links of the directory and forum sigs etc are all do-follow. While it's not just a directory, how beneficial a link is this likely to be? The site itself has a DA of 60 and a PR rank of 4. 1k likes on their cnnected FB page and 21 likes on the G+. At the networking meetings they tell new recruits that being a member gives them a very valuable backlink and everytime they participate in the forums they get another do follow backlink. Ive checked and they are dofollow. Is this likely to be a great value link?

How many days/hours a month should I dedicate to link building ?
I realise that the more time you dedicate to link building the better, but what would you say is the ideal amount of time that I should spend link building to see a significant improvement in rankings? The keywords I'm trying to target are medium to difficult. So far, I've been spending one day link building but since I'm making all link submissions manually, I haven't seen great results, even though I've been link building for a couple of months. I cant believe people are still using services like this. The interesting thing is that they do seem to offer great customer service, but that "service" seems to only spin comment spam and back profile backlinks. Id love for our community to discuss more sites like this so that Junior SEO's or people just starting dong get wooed by the promise of AWESOME links. Cheers,
